Description
The procurement concerns a framework agreement for inspection, maintenance and repair of sprinkler systems for existing properties. The agreement also covers new buildings that are procured during the contract period and managed by Stavanger municipality. There are two lots in this procurement. For each lot, a contract will be entered into with two tenderers, provided that there are a sufficient number of tenderers. The distribution key between the winning tenders is based on the zoning of the relevant buildings that will be inspected/maintained. The same tenderer cannot be awarded the same zone for both lots as there must be independence between the tenderers who will perform the inspections and the tenderers who will perform maintenance/repairs and service. We therefore reserve the right to make changes to the scheduled call-off distribution if the same tenderer is awarded a contract for both lots. A complete tender must be submitted for each lot, as tenders will be evaluated separately for each lot. Lot 1: Inspections of sprinkler systems The purpose of the framework agreement is to cover the Contracting Authority's need for mandatory inspections and FG inspections of sprinkler systems in all buildings equipped with such systems. Additionally, the purpose of the agreement is to ensure that the building owner fulfils all of its fire safety obligations in accordance with applicable building and fire regulations, as well as relevant guidelines. In addition there will also be a needs for some independent inspections of new buildings and installations. The sprinkler systems are primarily installed to extinguish and contain fires, while increasing the time available for escape. It is therefore essential to carry out at least one annual inspection to ensure that the systems are working properly. For the annual FG inspection of the sprinkler system, special emphasis will be placed on identifying any corrosion, mechanical damage, suspension and fastening devices, coverings/repainting, as well as wear and tear and the condition of ceiling structures, which may affect the function of the system. It will also be verified that the facilities have sufficient capacity in accordance with the applicable requirements. A list of the buildings covered by the framework agreement at the time of the announcement is listed in the appendix - Price Form. Lot 2: Service, improvements and maintenance The framework agreement shall cover the contracting authority's needs for mandatory service, maintenance, repair, expansion and upgrading of sprinkler systems in all buildings where these occurs. Additionally, the purpose of the agreement is to ensure that the building owner fulfils all of its fire safety obligations in accordance with applicable building and fire regulations, as well as relevant guidelines. If needed, it will also be necessary to carry out the above-mentioned phases for new buildings that are eventually brought in to Stavanger municipality's portfolio.
