Angus Council intends to procure a Community Link Worker Service to support people aged 16 years and over to improve their health and wellbeing by addressing the non-medical social factors that impact their lives. Working alongside GP practices and primary care teams, Community Link Workers will provide person-centred, holistic support, helping individuals access community resources and services that improve wellbeing, reduce health inequalities and promote earlier intervention. The maximum available budget for this contract is 320,000 GBP for the initial one-year contract period and the optional one-year extension. Bidders are required to submit prices for both the initial one-year contract period and the optional one-year extension in the Pricing Schedule - Part 6. The combined total value must not exceed 320,000 GBP. Tenders exceeding this amount will be excluded from further consideration. TUPE may apply and information has been provided in Part 8 of the tender documents. This procurement represents a re-procurement of an existing service/contract. Following a review of service requirements and available funding, the requirement has been revised and the contract value is reduced compared with the previous arrangement. A summary of the expected community benefits has been provided as follows: CLW Part 7 - Quality Statement, Question 6 asks bidders to provide information on how they will assist the council in furthering specific sustainability and community benefit objectives. This will be evaluated as part of the tender process. Please note that each Bidder should complete a Single Procurement Document (SPD) on Public Contracts (Scotland PCS). Delivered under the General Medical Services (GMS) contract in Scotland, Community Link Workers work alongside GPs and primary care teams as non-clinical practitioners, providing holistic, person-centred support to individuals experiencing issues such as social isolation, mental wellbeing concerns, financial hardship, housing difficulties, bereavement, loneliness, and other social factors impacting health and wellbeing. Through one-to-one support, social prescribing, and supported access to local services and community organisations, Community Link Workers help individuals identify personal goals, improve resilience, and engage with appropriate community-based support. The service also strengthens links between GP practices and community resources, supporting earlier intervention, reducing health inequalities, and improving overall wellbeing through non-medical approaches that complement primary care services. This contract is planned for a 1 February 2027 start date and to be in place for 1 year with an end date of 31 January 2028 with an option to extend for a further year with and end date of 31 January 2029. The estimated contract value of 320,000 GBP represents the maximum whole-life value of the contract, including the optional extension period.
