DfI TRAM T-1171 Interim Surfacing Contract ISCW1 Dungannon

Description

The Contracting Authority is responsible for the maintenance and improvement of the public road network within the contract area, including carriageways, footways and associated highway infrastructure. This procurement relates to Interim Surfacing Contract ISC W1 (Dungannon), a below-threshold Measured Term Contract (MTC) for the delivery of road surfacing maintenance and improvement works on the public road network. The contract will be initially awarded for a period of two months, with the option, at the sole discretion of the Contracting Authority, of further extensions up to a maximum term of twelve months, subject to operational requirements and satisfactory performance. The contract will operate as a Measured Term Contract, with individual works commissioned through the issue of Works Orders. The Contractor shall undertake surfacing and associated highway works within the designated contract area as instructed by the Contracting Authority. Works Orders will generally range in value from £50,001 to £750,000. The scope of works may include, but is not limited to, the following activities: delivery of two or more concurrent resurfacing schemes on a public road; laying various types of asphalt surfacing by mechanical means and by hand, reshaping of carriageways, adjustment of street furniture to new levels, adjustment/provision of kerblines, adjustment/provision of carriageway drainage systems, Temporary Traffic Management, road marking/studs, other associated ancillary works. The Contractor will be required to provide all labour, plant, materials, supervision, traffic management and associated resources necessary to deliver the Works Orders issued under the Contract. It is anticipated that the Contractor may be required to undertake works at multiple locations simultaneously and shall therefore maintain sufficient resources, personnel and management capability to meet programme requirements. Workload may fluctuate throughout the contract period and suppliers shall be deemed to have accounted for such variations in their tendered rates and prices. The Contracting Authority does not guarantee any minimum volume or value of work under this Contract. Works will be commissioned strictly through the issue of Works Orders as required, and the Contracting Authority reserves the right not to issue any Works Orders during the contract term. Payment will be made only for works satisfactorily completed in accordance with the Contract and based on the applicable contract rates and prices. The contract area comprises the Dungannon area within the Department for Infrastructure road network, as identified in the procurement documentation. This procurement is being undertaken as an interim and time-limited arrangement to ensure continuity of essential highway maintenance services and the delivery of safety-critical resurfacing works within the Dungannon contract area. The Contracting Authority requires this temporary delivery mechanism to maintain service provision pending the establishment and mobilisation of a replacement surfacing contract procured through the Road Asset Management (RAM) Surfacing Framework, in accordance with the Department's established procurement strategy and longer-term delivery model.
