Description
Overhalla Municipality will construct a new building with 2 storeys, approx. 2 200 m2 gross. The building will include sheltered accommodation flats, a respite care flat and communal areas. The project will also include an energy plant (pellets), which will supply this construction stage, the existing health centre and the administration building in the centre. The outdoor areas, including parking, must be developed, and, in addition, a car port/shed are to be built. The project also includes the demolition of a building that has been previously used as a nursery and Ranemtunet, which is currently used as sheltered accommodation flats. Overhalla Municipality is an environmental municipality, so the entire project will focus on the environment when choosing the energy system, solutions, products and implementation. The procurement will be implemented as a turnkey contract, where the architect from the preliminary project will be transferred to the chosen contractor. There are several elements in the procurement that must planned well in order to avoid challenges. The health centre that is in an adjoining building will be in use throughout the construction period, this also includes an emergency doctor surgery and other health services. This means that the parking on the west side will have traffic throughout the project's life time. Temporary parking for employees will be established at the health centre, next to the administration building. This means that there will be fewer cars to deal with in parts of the project. A pavement is to be established for the project from the county road down to the health centre. The energy plant will supply the new building with heating, in addition, the existing health centre and the municipality's administration building are to be supplied with heating from this plant. As regards the latter, a heating culvert must be laid to this building. New fibre that must be re-laid in this project is also to be laid in the same ditch. The conveyance of this requires crossing the county road. It is a prerequisite that the energy plant is commissioned as soon as possible and by 1.11.2019 at the latest, so that it can supply the buildings in question with heating. The demolition work that must be carried out involves a wooden building from the 70s/80s.
