Statens vegvesen Region øst [the Norwegian Public Roads Administration Eastern Region] plans to undertake a direct procurement of Swarco Norge, cf. the procurement Regulation § 21-5. The Norwegian Public Roads Administration Eastern Region operates and maintains 155 government and municipal signal systems in the Eastern Region. The signalling systems are currently installed with traffic controllers delivered by Swarco Norge who also own the rights to the software tool for the traffic controllers. To ensure further operation of the existing controllers, the Norwegian Public Roads Administration is dependent on access to the software tool from the service provider of these controllers. In that Swarco owns the stated rights to the software tools, we believe they are the only service provider who can deliver this to the Norwegian Public Roads Administration.
