Asker Municipality is holding an open tender contest for a framework agreement for the operation and maintenance of the municipality's street lights. The current street lights in Asker Municipality consist of a total of approx. 17 000 street light points (lp), and approx. 560 street light ignition points (VTP). Lot 1: Asker Municipality is holding an open tender contest for a framework agreement for the operation and maintenance of the municipality's street lights. The current street lights in Asker Municipality consist of a total of approx. 17 000 street light points (lp), and approx. 560 street light ignition points (VTP). The installations are characterised by having been installed over a period of nearly 80 years, at the same time that they were originally in three different municipalities. These municipalities, Røyken, Hurum, and the old Asker, have had different practices, use of materials, and policies for the development of street lights. The street lights thus have many different systems and the installations are of different quality. Of the total 17 000 lp, approx. 7 000 are steel masts and cables in the ground, whilst approx. 6 300 are wooden posts that belong to the network company, and approx. 3 300 are wooden posts that belong to Asker Municipality. Approx. 400 lp are defined as 'other', which can be wall mounted, in subways, or bollards. Of the total 560 VTP, 120 are in network stations/transformer stations that belong to the three network companies, and approx. 280 are free-standing cupboards on the ground. In addition approx. 140 are in small cupboards/boxes on masts belonging to the network company. The three network companies are Elvia (previously Hafslund Nett), which has the network responsibility in the old Asker Municipality, Norgesnett in the previous Røyken Municipality, and Hurum Nett in the previous Hurum Municipality. The most common current system is 'ignition control', where all the fixtures in a limited geographical area are fed and ignited/extinguished from a joint ignition point. The main job is to follow-up these installations via messages sent by the public, via Asker Municipality's homepage, 'Report an Error'. The tenderer must open the messages, send confirmation that the message has been received, and later report that the error has been fixed. Parallel with this assignment/this enquiry, Asker Municipality will start work on alterations to the current street light installations. This will be a separate contract/separate project, but the winner of this enquiry will have to contribute to the parties in the two projects cooperating, orientating each other, and coordinating their work. The estimated annual value is approx. NOK 3 000 000-5 000 000 excluding VAT for Asker Municipality, i.e., NOK 20 000 000 excluding VAT for the entire contract period, including any extensions. The historical turnover has been approx. NOK 5 000 000 a year, however as the municipality plans to replace the current street lights in the coming period, the maintenance scope can go down to NOK 3 000 000-4 000 000 a year excluding VAT. The estimated value must also be seen as a guideline and non-binding for the contracting authority. In addition to the estimate, the contracting authority will have an option to procure further services, products, and hours at agreed prices. The contracting authority's use of the services can therefore vary both up and down as regards the estimated volume, and it is important that the tenderer has the capacity to meet the contracting authority's actual procurement volume.
