Warwickshire County Council, acting as the lead authority are co-ordinating a collaborative tendering process, on behalf of the Coventry City Council and Nottingham City Council for goods, services and works associated with traffic control equipment and intelligent transport systems. Once in contract the main areas of service required are: (1) traffic control equipment; (2) car park variable message signs; (3) free text variable message signs; (4) minor civil works associated with maintaining the traffic signal equipment; and (5) supply/installation/commissioning of traffic signal equipment associated with the upgrades of existing sites. The contract will be for an initial term of five (5) years and the Council(s) reserves the right to extend the contract by further period(s) not exceeding twenty four (24) months. Total maximum duration is seven (7) years. Warwickshire County Council will act as the lead authority in a collaborative tendering process including Coventry City Council and Nottingham City Council. The progression and final award of this procurement will be made by Warwickshire County Council in consultation with the other authorities. As lead, Warwickshire County Council will enter into the contract on behalf of itself and the collaborating authorities. The other authorities will not be parties to the contract but shall be responsible for supervising and administering the relevant works and/or services carried out in relation to their areas. These arrangements would be formalised between the authorities using back-to-back agreements. The authorities are seeking to contract with a single supplier to carry out the provision including: (1) maintenance and inspection of traffic control equipment; (2) maintenance and inspection of car park variable message signs; (3) maintenance and inspection of free text variable message signs; (4) minor civil works associated with upgrades and reinstatement of traffic signal equipment due to damage caused by third party; (5) supply/installation/commissioning of traffic signal equipment associated with upgrades of existing sites and new sites. To support the contract value provided within this notice, it is anticipated that over the full contract term Warwickshire CC may spend around GBP 7 750 000, Coventry may spend around GBP 10 000 000 and Nottingham may spend around GBP 5 000 000. This detail is only given to illustrate possible spend and is not a commitment of work. The contract value has been reached allowing for potential development on new installations during the contract term and which the authorities are unaware of at present. Various provisions provided within this contract have been termed as either core or additional, with core services generally effecting traffic signals and additional services generally impacting on intelligent transport systems. Greater details of which can be found within the procurement documentation. An open procedure is being followed and the procurement documentation provides further details of how this will be facilitated and the evaluation process. TUPE does apply to this provision. Upon accessing the procurement documentation from the authority’s e-tendering portal please complete and return the provided non-disclosure agreement (NDA) as instructed. Having received an NDA, the authority will make TUPE information available to the relevant bidder.
