Delivery of the Quality Meat Scotland (QMS) Impact Review

QMS is looking to carry out an independent performance review of its operations between 2018 and 2023 with a focus on impact within the red meat sector in Scotland, across the UK and further afield, looking at what QMS has delivered during this time, and how QMS has performed during a backdrop of changing economic and regulatory challenges. QMS as an NDPB already is subject to an annual external audit, and comprehensive internal audit programme, covering governance and internal processes and procedures, so we would like to complete the suite of feedback with a longer-term view of delivery against sector needs. The main scope of the project is to review the work of QMS, and its subsequent impact on the Scottish red meat industry. The review should take account of the packages of work undertaken over the agreed period alongside the strategic aims and implementation plan outlined in the 5-year strategy and our annual corporate business plans. Information relating to both will be supplied by QMS. QMS are keen to take a supply chain approach to the review and would encourage a range of stakeholder consultations to represent a range of interests, data, and observations across the supply chain, we would envisage a mapping / scoping discussion with the QMS leadership team to identify the most important stakeholders and map them using criteria including influence, legislative and social-political role. The key elements of the review are: Identifying and assessing current and past activities (performance against objectives) that have been implemented by QMS. Benefit(s) to the industry and the ability of QMS to help Scottish red meat businesses achieve their objectives. Overview of the Scottish red meat sector and the operating environment that QMS operates within, paying attention to the drivers for change and their potential impact. QMS’s efficiency and effectiveness to engage with stakeholders e.g., levy payers, wider industry organisations and retailers. Identification of key areas of investment and recommendations required for QMS to further their impact and support the Scottish red meat industry.
