Summary of the work Experienced IT Project Delivery Manager with recent experience of scoping and managing technical projects within both agile and waterfall environments. Problem solving, team building and governance skills essential. Will need SC clearance. Ability to bring strong leadership as this project is a significant enabler of a wider IT Exit strategy. Specialist role Delivery manager Expected Contract Length 24 months total. Initial 6months, further period up to 18 months depending on needs& performance Latest start date Monday 1 April 2019 Who Speclialist Work With The post holder will work closely with and report to the Civil Service Senior Project Manager. They will have support from project support staff and colleagues within the team. They will need to work closely alongside Business Change Managers, Portfolio Director and Business Analyst. The team covers all capabilities from Technical to business change. What Specialists Work On The post holder will be responsible for the project management of Phase 2 of the EUS Programme. This looks to transform back end desktop services and transition them from the incumbent to future service provider. Skills & Experience • Project Management – apply appropriate planning and progress monitoring tools to support IT development and deployment. • Governance – effective reporting and escalation through the project governance process including risks, issues, dependencies, progress and budgets. • Problem solving – ability to identify potential problems and issues proactively and work through them to effective conclusion • Team working – ability to develop and maintain effective working relationships with a range of established professionals and specialists, both civil servants and contractors. • Have existing valid HO SC Clearance or willing to undergo SC clearance. Must provide evidence of both at evaluation stage. Nice to Haves Recent experience of working in HMPO / HO or similar regulated Government environment. Work Location Central London. Victoria. Working Arrangments The post holder will in the main be required to be based on site but there may also be a requirement to visit other HMPO locations throughout the UK and visit supplier sites in London. There will be considerable senior management and external stakeholder interface. They will need to be self-managing and self-starting but able to contribute to and help build team working. Problem solving and presentation / influencing skills will be essential. Security Clearance SC Clearance is required. HM Passport Office will support the clearance process. Additional T&Cs We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. Standard Government Terms and Conditions for Expenses as covered in the DOS Contract. The maximum day rate has been left blank intentionally, we will assess the day rate for suppliers using the evaluation weighting we have disclosed on the requirements. 2. Is there an incumbent in post? This is a new role. There is no incumbent in post. 3. Is this role inside or outside IR35? We expect this engagement to be outside IR35, however status is assessed on a case-by-case basis. 4. You have published 2 roles, Delivery Manager and Delivery Manager 1 and there are very small differences between the specs. There is no difference in the Essential skills required. Can you please confirm if we can submit one person for both the roles if he is suitable? Yes, suppliers may submit the same specialist for both roles. 5. It states that HM Passport Office will support the clearance process. By support, do you mean will sponsor the SC clearance? Please confirm. Yes. 6. Will SC clearance be required before coming on site or will the consultant be allowed to commence whilst going through the clearance process? The specialist will be required to have SC Clearance before they can start. HM Passport Office will support the clearance process. 9. Please can you provide some additional information regarding timescales, specifically when do you anticipate that shortlisting will take place, when do you plan for interviews to be held and when are you looking to award contracts? Shortlisting Week commencing - 11.03.2019Expected interviews weeks commencing 18.032019 & 25.03.2019Expected start April 2019. These dates may be subject to change depending on the number of successful candidates at 1st stage. 10. May I please ask if any home working will be allowed? Yes on occasion. Working from home is by exception and only with Project Manager’s agreement. 11. Is remote-working available for this role? Yes on occasion. Hi, will the SC cleared or SC clearance eligible candidates be treated at par during the selection process? or will there be any preferential treatment for candidates having valid SC clearance in hand? Have existing valid HO SC Clearance or willing to undergo SC clearance has been included in the Essential skills and experience and will form part of the evaluation process. 14. You have stated that evidence of willingness to undergo SC clearance must be provided at evaluation stage. How is this evidence expected to be provided assuming it can only be given at the point at which the application for clearance starts, supported by HM Passport Office? Assumption is that the SC clearance application cannot start until supplier is at least shortlisted or at the point of award of contract. Completed application for SC Clearance along with supporting documents. Candidates will be advised of what to bring if invited to the evaluation stage. 15.
