Description
The Renewable Energy and Energy Efficiency in the Public Sector Ghana (REEEPublic) project seeks to reduce electricity consumption of public (government owned) institutions in order to reduce the overall energy sector debt Ghana faces. The project will advise the Ministry of Energy and other relevant actors in the energy sector on implementing the to-be-amended Renewable Energy Act (RE Act) and will support the government in reducing the electricity costs of public facilities. It will set up, test and implement a system for rating and certifying buildings with regard to energy efficiency. The project strengthens an existing government initiative to promote RE and EE in public institutions, and it implements demonstration projects to improve energy efficiency and to use renewable energy in public institutions in selected regions and municipalities of the country. Training measures for skilled workers will be offered as an integral part of the project. The REEEPublic project is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) with a duration from July 2019 through December 2021. This tender regards the implementation of all five outputs of the REEEPublic project. This tender concerns the implementation of outputs one to five of the REEEPublic project described above. In general, the contractor will deliver services that contribute to achieving REEEpublic's outputs and fulfil the project outcome indicators. The contractor is expected to deliver services as described below: Under output 1, the contractor will provide services covering the preparation of studies on issues of grid-connected renewable energies based on demand of concerned stakeholders (Energy Commission (EC), Public Utilities Regulatory Commission (PURC), Ministry of Energy (MoE)), the preparation of implementing rules and procedures for instruments implementing the Renewable Energy Act (REA) and the conducting of demand driven capacity development (CD) activities for officers of MoE, EC and PURC and other stakeholders on topics relevant to the implementation of the REA (e.g. net metering, auctions, etc.) Under output 2, the contractor will support a local implementing partner, contracted separately by the project, in developing a method for calculating and certifying the specific energy consumption (SEC) of buildings and a system for licensing auditors who can use this method. The contractor will also support the development of a standard with minimum requirements including limit values/criteria for the classification of buildings into different energy efficiency (EE) classes. The contractor will support the drafting of a regulation to introduce mandatory energy performance certification and display of the certification for selected building types. In addition, a national data base of the energy performance of buildings will be established. For output 3, the contractor will undertake the drafting of a 5-year Building Sustainable Energy Action Plan (BSEAP) for the national initiative to promote EE and Renewable Energy (RE) in public institutions and provide services for the establishment and support for a steering committee that oversees, coordinates and guides in an effective and efficient manner the BSEAP drafting and its future implementation. The contractor will develop a communication strategy and an institutionalized Monitoring, Recording and Verification (MRV) system for monitoring and reporting progress and impact of BSEAP implementation. Under output 4, the contractor will support a local implementing partner, contracted separately by the project, in identifying 8 public buildings in selected regions and districts and in conducting an investment grade energy audit of each building. The contractor will support the implementing partner in selecting technically viable and cost-effective energy saving recommendations, and on this basis prepares the tender documents the energy-efficient refurbishment these buildings or the installation of renewable energy systems for self-sufficiency with electricity and hot water. The contractor will support dissemination of the results of EE and RE measures and will draft recommendations on scaling up such measures on the national level. All training and capacity development actions related to the outputs of the project are subsumed under output 5 which mainly concerns the capacity development of experts, to improve the supply of qualified experts in the fields of EE and RE. Capacity development actions shall be strictly demand driven and based on consultations with relevant stakeholders about their capacity development needs. The specific tasks performed by the contractor are based on the project activities from the project proposal for BMZ and include inter alia implementation of selected key activities of the logical framework matrix (LFM) of the project. In particular, the tasks also cover coordination and cooperation with all relevant actors. General support tasks by the contractor will cover planning, management and supervision, public relations activities, knowledge management, reporting to BMZ and other ad hoc tasks. The contractor will deliver the above activities in a 12-month period from contract signing using long-term experts and a short-term expert pool.
