Glasgow City Council have a requirement to undertake a Negotiated Procedure under Standing Order 8 of the Council's Standing Orders on Contracts for the appointment of a supplier to deliver our Invest to Save project. As a participating local authority in the wider Local Government wide Invest to Save Programme this is Glasgow's appointment of a suitably qualified and experienced delivery partner to undertake the Invest to Save project. The award of this contract under the Negotiated Tendering Procedure can be justified under Standing Order 8.4 of the Council's Standing Orders on Contracts. Regulation 33(1)(b) of the Public Contracts (Scotland) Regulations 2015 for the following reasons: The contract can be supplied by only one suitable supplier because competition is absent for technical reasons and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement.
