TVCA-PROC-0794 - Cost Validation - Transport Schemes

Description

Procurement of independent cost consultancy services to undertake cost validation, assurance and review for Tees Valley Combined Authority's CRSTS Highways and Active Travel Programme. Services will include the review and validation of scheme cost estimates, benchmarking, cost assurance and the provision of independent advice to support project development, Early Contractor Involvement (ECI) activities and delivery contracts. The contract may require an extension where service delivery is affected by factors outside the Consultant's or TVCA's direct control, including: •Delays to scheme development, design progression, statutory approvals or business case approval processes. •Changes to programme delivery milestones, funding timescales or investment decisions, including CRSTS-related activities. •Delays arising from governance, stakeholder or funding approval processes. •Changes to project sequencing or procurement timetables requiring continued consultancy support beyond the original contract period. •Resource availability constraints across project partners, delivery organisations or the wider supply chain impacting planned delivery timescales. The contract value may increase where additional services are required within the overall scope of the commission, including: •Addition of further transport schemes, projects or work packages requiring cost assurance and validation services. •Additional cost reviews, assurance activities or independent challenge exercises requested by TVCA, funders, auditors or other stakeholders. •Changes to scheme scope, complexity, delivery methodology or procurement strategy resulting in increased consultancy inputs. •Variations in the number, duration or depth of cost assurance reviews required across the programme as schemes progress through development and delivery stages. •Additional support required at key programme milestones, gateways, business case stages or funding assurance reviews. •Unforeseen technical, market, commercial or programme-related issues requiring supplementary cost consultancy services to support decision-making and risk management. ## Contract award
