________________________________________ 1. Project Background & Objectives Durrington Town Council (DTC) seeks a suitably qualified and experienced contractor to design, construct, and deliver a pump track facility at the Recreation Ground in Durrington SP4 8HH. The facility should: • Provide an inclusive, safe, and durable track suitable for bicycles, scooters, skateboards, and adaptive cycles and wheelchairs, and if possible to include provision for a mini pump track several meters away from the main pump track for the younger children's use. • Be designed in consultation with the local community to encourage participation across all age groups and abilities. • Meet recognised safety standards, including RoSPA inspection. • Deliver long-term value through durable construction, minimal maintenance, and sustainability. ________________________________________ 2. Scope of Works The successful contractor will be required to provide: 1. Design & Consultation o Develop a detailed design, including track layout, surfacing, drainage, landscaping, and access. o Incorporate feedback from community. o Secure planning permission (if required) and comply with relevant standards. 2. Construction o Site clearance and preparation, including groundworks, drainage, and landscaping. o Supply and installation of pump track . o Provision of associated works (seating and cover, signage, fencing, bins, and lighting). 3. Health & Safety Compliance o Compliance with CDM (Construction Design and Management) Regulations 2015. o Contractor to act as Principal Contractor under CDM. o Site safety plan, risk assessments, and method statements. 4. Inspection & Handover o Independent professional inspection prior to opening. o Maintenance and handover manual. o Training of staff (if required). ________________________________________ 3. Budget Range The council anticipates a contract value in the region of: • £100,000 - £150,000 (standard community pump track). • Bidders may propose alternative solutions within or outside this range, provided they demonstrate clear value for money and sustainability. ________________________________________ 4. Programme / Timeline The Authority anticipates the following programme: • Tender Issue Date: beginning June 2026 • Clarification Deadline: end of June 2026 • Tender Return Deadline: end of July 2026 • Evaluation & Award: end of August 2026 • Contract Start (Mobilisation): end of September 2026 • Completion (Handover): Target within 12-16 weeks from contract award. ________________________________________ 5. Evaluation Criteria Tenders will be evaluated on the basis of MEAT (Most Economically Advantageous Tender) using the following criteria: Criterion Weighting Quality 60% - Design approach, innovation, inclusivity 20% - Methodology, programme, risk management 15% - Relevant experience & track record 15% - Sustainability & social value 10% Price 40% ________________________________________ 6. Contractor Requirements Bidders should demonstrate: • At least 3 relevant pump track or bike park projects delivered in the last 5 years. • Financial standing appropriate to contract value. • Evidence of insurances (Public Liability £10m; Employers Liability £5m; Professional Indemnity £1m). • Ability to deliver within the required timescale. ________________________________________ 7. Social Value In line with the Public Services (Social Value) Act 2012 which requires all public authorities (including local councils) to consider social value when procuring services above certain thresholds. Set out how the proposal will deliver additional social, economic, or environmental benefits to the local community, in addition to the core pump track installation. Bidders could demonstrate: Economic Benefits • Local jobs & training: Contractor commits to using local labour, apprenticeships, or offering school visits to see the project. • Local supply chain: Using local suppliers for materials (stone, timber, signage). • SME engagement: Encouraging small local businesses (e.g. fencing, landscaping) to be part of the delivery. Social Benefits • Community engagement: Involving local youth groups in design decisions, giving them a sense of ownership. • Skills for young people: Running bike maintenance workshops, coaching sessions, or volunteer opportunities linked to the track. • Accessibility & inclusion: Ensuring the track design includes features suitable for beginners, younger children, or adaptive bikes. Environmental Benefits • Sustainable construction: Sourcing recycled aggregates, low-carbon materials, and minimising waste. • Biodiversity: Landscaping around the track with pollinator-friendly planting. • Carbon reduction: Minimising transport miles (local suppliers, efficient site management). ________________________________________ 8.
