Summary of the work The Geospatial Commission's National Underground Asset Register will soon be entering into the 'build' phase of work to build a production platform. A client-side digital outcomes specialist is required to help develop and implement the NUAR product backlog and data model. Specialist role Product manager Expected Contract Length Initial 6 months with option to extend up to a total of 2 years. Latest start date Friday 1 October 2021 Maximum Day Rate £765 per day Who Speclialist Work With To address the complexities of the programme, the Geospatial Commission plans to lead the work through the creation of a ‘one team’ delivery unit that draws upon existing staff and that of subject matter experts and local government representatives. A commercial supplier is being appointed through a CCS framework to develop the production platform and provide engagement and data transformation services. The supplier appointed under this contract will provide client-side product development and data modelling services. This work will be overseen by the NUAR Head of Product Development, a post within the Civil Service. What Specialists Work On The National Underground Asset Register is a government commitment in the National Infrastructure Strategy and will soon be entering the build phase of work. The digital outcomes specialist will: 1. Carry out product owner services; including developing and implementing the NUAR Data Model, product backlog, sprint cycles and will help with data & architectural modelling. 2. Use advance knowledge and experience in the energy, water, telecommunications sectors to inform, refine and implement the product backlog. 3. Embed knowledge and best practice within the NUAR 'One Team' Delivery unit Skills & Experience • Knowledge of and experience working with standards related to the detection, verification and location of underground utility assets • Knowledge and experience integrating datasets from across the energy, water, telecommunications sectors and highways and local authorities, utilising existing or emerging standards and models as appropriate. • Experience designing and implement data modelling solutions using relational, dimensional, and NoSQL databases • Advanced knowledge of existing source database structures across the energy, water, telecommunications sectors and highways and local authorities • Advance knowledge of working practices and terminology used across the utilities sector • Experience working in the utilities sector; 10 years minimum is expected • Advanced knowledge and experience in computer science and / or computer systems engineering • Experience developing technical designs and solutions for utility applications • Experiencing delivering product and services using Agile, in particular Scrum • Experience managing a product backlog, working with external stakeholders, including advance negotiating and expectation management Nice to Haves Experience working with government departments or local government organisations Work Location The National Underground Asset Register will operate in England, Wales and Northern Ireland. The Geospatial Commission's head office is currently based in London (10 South Colonnade, Canary Wharf, London E14 4PU) with offices soon to open in Bristol and Manchester. The specialist will be required to periodically travel to these offices and elsewhere as required. Working Arrangments It is expected that the specialist will work 5 days a week (37 hours) with up to one day a week in person as required. Face-to-face meetings may be held in London, Bristol, Manchester or the offices of the appointed development supplier or their supply chain. Expenses (such as travel) must be authorised in advance. Security Clearance CTC clearance is required to commence work. The supplier will be required to obtain Security Check clearance within 6 months of commencing work. Please can you clarify if the role is Outside/Inside IR35 and whether the maximum rate advertised is inclusive/exclusive of VAT? See answer to question 6.
