Description
The contracting authority would like tenders for a departmental framework agreement regarding procurement of the design of Digital Terrain Model (DTM) with an option for Terrain model measurements. The contracting authority would like tenders for the delivery of digital terrain models that describe the actual terrain in the best possible way. The digital terrain model shall be a triangular model, a model whose form is described via triangles. The expression TIN (Triangulated Irregular Network) is also used for this type of model. The expression DTM is used in this document for this digital terrain model. The specifications are divided into 2 sub specifications: — Design DTM — Municipal sector plan; — Design DTM — Development and Construction plan. The project's plan phase is a guideline for the choice of sub specification, but the internal project groups at the contracting authority will assess which of the 2 sub specifications shall form the basis for the construction of the DTM for the actual project. A DTM can be constructed by a combination, where the construction DTM — development and construction plan is used by roads and the construction DTM — municipal sector plan is used further away from roads. For Construction DTM — development and construction plan, the actual surveying data will normally be available upon an enquiry for DTM construction, but terrain model measurements shall also be able to be ordered as an option to this contract and obtained by the service provider if needed, either by using their own resources or sub suppliers. Used when the contracting authority does not have another contract for assistance within surveying or does not have internal capacity. The contracting authority reserves the right to revise the specifications. The agreement period is 2 years from the date that both parties sign the contract. The Contracting Authority has a further option to extend the contract for 1 + 1 year, thus the total possible contract length is 4 years. Due to unpredictable workloads, it is very difficult to give exact figures on the expected purchases under this framework agreement. The estimated value of the framework agreement for the entire country per annum is approx. 1 000 000 NOK excluding VAT. The scope can vary from year to year depending on funding to transport. Please note that the stated cost frame does not obligate the Contracting Authority. Number of tenderers: A contract will be signed with 5-7 service providers for this contract. Further details of the procurement are stated in the Tender documentation part D ‘Description/Requirement Specification’.
