This Prior Information Notice (PIN) / Request for Information (RFI) is being issued to gather information from the marketplace for potential procurement options related to the provision of Mountain Leader Training for the Scottish Police Authority (SPA). The RFI contains high level information regarding the contract requirements, and a questionnaire. The outline requirement is for: - Suitably qualified and experienced training provider to deliver accredited Summer and Winter Mountain Leader training and assessment. - In addition to delivering the training, the provider will be responsible for supplying all necessary logistical support. This includes accommodation, meals, expedition food, drying facilities, and the hire of any required equipment. Lot 1: Police Scotland’s Mountain Rescue Teams operate in challenging and often hazardous environments, where the safety and effectiveness of personnel are critically dependant on high standards of technical competence and leadership. To support this operational need, the SPA intends to appoint a suitably qualified and experienced training provider to deliver accredited Summer and Winter Mountain Leader training and assessment. The training must align with the standards set by Mountain Training and support progression through a structured pathway leading to SQA-recognised qualifications. The objective of this contract is to ensure the Authority maintains a highly trained and operationally capable mountain rescue cadre, equipped to lead and operate effectively in both summer and winter mountainous environments across Scotland. Furthermore, this contact aims to: - Provide a comprehensive and progressive training and assessment pathway, enabling personnel to achieve SQA-recognised qualifications equivalent to an ordinary degree. - Delivery a flexible and modular training framework that supports progression over an extended period, considering individual readiness, operational commitment, and scheduling availability. - Engage a suitably accredited and experienced training provider who can deliver training and assessment in alignment with the standards set by the Mountain Training or an equivalent national governing body. This contract will cover the delivery of training and assessment services on an individual candidate basis, recognising that personnel will be at different stages of readiness and availability. As such, the successful supplier must be able to offer flexible training schedules and modular course delivery to support ongoing candidate to progress over time. All Instructors and assessors must be recognised by the appropriate governing body, and all training delivery must adhere to the recommended instructor-to-student ratio as prescribed by that body. In addition to delivering the training, the provider will be responsible for supplying all necessary logistical support.
