Ukraine Municipal Infrastructure Programme – Thermomodernization of the Public Buildings in the City Zaporizhzhia

Description

The procuring entity intends to apply a part of financing allocated under the Ukraine Municipal Infrastructure Programme (UMIP) to eligible payments to a qualified contractor for performance of comprehensive thermal modernisation of the buildings of selected public educational institutions in Zaporizhzhia. The Contractor’s scope of works includes elaboration of formal design documents, performance of civil works and remedying any defects therein, procurement and delivery of plant, equipment and materials, installation, pre-commissioning and commissioning of thermomodernisation works in multiple buildings of public educational institutions in Zaporizhzhia. The works will be carried out under Standard World Bank’s Contract Conditions for Small Works (2015). Lot 2: Reconstruction by thermomodernization of the building of the Secondary School of Stages I-III No. 86 & of the kindergarten building of "Cosmos" combined type preschool educational institution No. 121 The contract will be procured through the open procedure in accordance with the European Investment Bank’s “Guide to Procurement for Projects Financed by the EIB” (EIB’s GtP) available online at https://www.eib.org/en/publications/guide-to-procurement. Firms, including Joint Ventures, consortia or associations and their individual members, from all countries may participate in this tender. In the case of a JV, consortium or association, all the partners shall be jointly and severally liable for the entire contract, if selected. The Contractor shall follow the Environmental and Social Policies and comply with the environmental and social requirements of the European Investment Bank (available at https://www.eib.org/en/publications/eib-environmental-and-social-standards) and ensure that its subcontractors comply with the same. The scope of works includes design, installation, civil works, procurement or manufacture, testing, delivery, establishing and pre-commissioning of plant and equipment, site clean-up and any other works and services, required to perform the complex thermal modernization of two buildings of the kindergarten and two buildings of the secondary school. The Contractor must implement the energy efficiency measures as well as other works required for obtaining the Energy Efficiency Certificate and those included in the bill of quantities, and any other works that might be needed. A Tenderer shall furnish with its Tender the original of a tender-securing declaration OR a tender security based on the forms included in the Tender Document. If a tenderer selects to provide a Tender Security instead of a Tender-Securing Declaration, the amount and currency shall be EUR 44,000 (forty-four thousand euros) or equivalent amount in Ukrainian Hryvnia determined using the official exchange rate established by the National Bank of Ukraine (www.bank.gov.ua) on the date twenty-eight (28) days prior to the tender submission deadline. Lot 4: Reconstruction by thermomodernization of the building of "Karamelka" combined type (nursery-kindergarten) preschool education institution No. 66 & of the building of "Malyatko" nursery-kindergarten The contract will be procured through the open procedure in accordance with the European Investment Bank’s “Guide to Procurement for Projects Financed by the EIB” (EIB’s GtP) available online at https://www.eib.org/en/publications/guide-to-procurement. Firms, including Joint Ventures, consortia or associations and their individual members, from all countries may participate in this tender. Lot 5: Reconstruction by thermomodernization of the building of "Rodzynka" combined type (nursery-kindergarten) preschool educational institution No. 280 & of the building of Grammar School No. 93 The contract will be procured through the open procedure in accordance with the European Investment Bank’s “Guide to Procurement for Projects Financed by the EIB” (EIB’s GtP) available online at https://www.eib.org/en/publications/guide-to-procurement. Firms, including Joint Ventures, consortia or associations and their individual members, from all countries may participate in this tender. In the case of a JV, consortium or association, all the partners shall be jointly and severally liable for the entire contract, if selected. A Tenderer shall furnish with its Tender the original of a tender-securing declaration OR a tender security based on the forms included in the Tender Document. If a tenderer selects to provide a Tender Security instead of a Tender-Securing Declaration, the amount and currency shall be EUR 53,000 (fifty-three thousand euros) or equivalent amount in Ukrainian Hryvnia determined using the official exchange rate established by the National Bank of Ukraine (www.bank.gov.ua) on the date twenty-eight (28) days prior to the tender submission deadline.
