Award of contract in a direct procurement

Description

Drammen Municipality has signed a contract with Atea for the hire of technical consultants. The contract will be used to hire in assistance with security and the operation of vital systems, whilst work is simultaneously being done of establishing a new computer room in Azure. When the design and construction of the computer room in Azure has been sufficiently developed, the municipality will announce a contest for its operation and consultancy services connected to this computer room. This work is being done in close collaboration with Atea and Microsoft and has been ongoing since spring 21. The procurement was made in accordance with the regulations, section 13-4, letter b, no. 2 and the voluntary ex-ante transparency notice that was previously published. No objections have been received from the market. Lot 1: Drammen Municipality has used a previous framework agreement to hire in competence from Atea in order to assist where the municipality does not have its own resources or competence. When the municipality is now working on moving the existing computer room out to Azure, and will then announce a contest for the operation and maintenance of the municipality's ICT systems, it is not practical to have a temporary replacement of the hired resources. An assessment has therefore been made that the contract signing can be linked to § 13.4 letter b, no. 2 in the regulations. A thorough assessment has been made of what services the municipality needs to procure, and the length of the contract, and several measures have been implemented to reduce the scope of the contract.
