Description
Wigan Council is seeking a provider for the provision of the haulage and treatment of domestic mixed recyclables. The scope of the service shall cover all aspects of haulage, treatment, handling and marketing from the point of collection/reception to the sale and transfer of products and residues to the recycling sector. Interested parties will be allowed to bid for 2 options; to collect the mixed recyclables from Wigan's transfer facility or to directly receive these into an alternative facility from Wigan Council's collection round vehicles. Within each option, there are lots of contract lengths of 1, 2 and 3 years. Tenders may be submitted for 1, several or all lots. Wigan Council reserves the right to select the most economically advantageous lot and it is envisaged that a contract award will only be made against 1 lot. Wigan Council collects approximately 16 500 tonnes of domestic mixed recyclables per annum. Wigan Council is seeking a provider for the provision of the haulage and treatment of domestic mixed recyclables. The scope of the service shall cover all aspects of haulage, treatment, handling and marketing from the point of collection/reception to the sale and transfer of products and residues to the recycling sector. Interested parties will be allowed to bid for 2 options. Option 1 would involve the successful provider collecting domestic mixed recyclable waste directly from Wigan Council's transfer facility at its Kirkless site at the Makerfield Way Depot, Ince, Wigan, prior to the haulage and treatment of the waste (Wigan Council's Kirkless transfer facility is currently operated under a separate contract). If for any reason the Kirkless facility becomes unavailable then the provider would be expected to collect the waste from another facility within a 10-mile radius of this site. Option 2 allows tenderers to nominate an alternative reception point for Wigan Council to directly deliver its kerbside collected domestic mixed recyclable waste, which must be within a 3-mile radius of the Kirkless site. Both Options are broken down into three separate lots representing contract periods of 1, 2 or 3 years and tenders may be submitted for one, several or all lots. Wigan Council reserves the right to select the most economically advantageous lot and it is envisaged that a contract award will only be made against one lot. Domestic mixed recyclables include materials separated from residual waste. Target materials are glass packaging (glass bottles and jars), metal packaging (cans, aerosols and foil) and plastic packaging (bottles, pots, tubs and trays). The targeted materials shall be those advised in the WRAP (2016) Recycling Guidelines with the one exception that black plastic shall be accepted. Treatment includes the separation of materials into marketable product types appropriate to meet the quality standards for sale into the recycling sector, and the disposal of any rejects or non-recyclable residues. Further details in relation to treatment requirements, waste acceptance criteria, waste acceptance protocol, process flow and mass balance, marketing solutions and contract management requirements are detailed in the Specification within the Invitation to Tender documentation. Wigan Council collects approximately 16 500 tonnes of domestic mixed recyclable material per annum, predominantly from brown 240litre bins throughout the borough, although this tonnage is not evenly distributed throughout the year. It is possible that the volume of domestic mixed recyclables may increase. Further details around material volumes are provided within the Invitation to Tender documentation. We have a population of around 330 000 people with over 140 000 residential properties covering an area of 77 square miles, making Wigan one of the largest metropolitan districts in England.
