Summary of the work CDEI requires a user researcher and content designer to map its key stakeholders and update its Model for Responsible Innovation accordingly. Expected Contract Length 2-3 months Latest start date Monday 20 February 2023 Budget Range The work should cost a maximum of £55,000 including VAT. We would like a steer from the supplier as to what scale of user research is possible within this budget (i.e. numbers of stakeholders it is realistic to engage). Why the Work is Being Done The CDEI's Model for Responsible Innovation is a methodology or approach the CDEI's projects team uses to shape its work with partner organisations. It consists of a series of fundamental conditions and mechanisms for carrying out data-driven technology projects ethically, safely and responsibly. Typically, it is used as the basis for redteaming workshops with partner organisations. It is currently presented as a slide deck and accompanying text document (circa 8500 words), and requires updating in line with user research and content design best practice. Problem to Be Solved The Model was developed without any user research or content design expertise and has therefore not been tailored to the needs of the CDEI's key audiences, nor is it presented in the most compelling way. The CDEI seeks external support to transform the Model into a user-focused and attractive set of materials for running future redteaming workshops and partner engagements. There are therefore two key problems to be solved: 1. User research to understand the needs, challenges, priorities and ways of working of the CDEI's key audiences (public and private sector). 2. Content design to apply these insights and transform the existing Model materials. Who Are the Users As a policy professional at the CDEI, I need to be able to use the Model to run effective redteaming workshops and other engagements with partners. This process needs to remain smooth and effective as new policy professionals join the CDEI, without prior knowledge of the Model. As a CDEI partner, from either the public or the private sector, I need to be able to engage with the Model via redteaming workshops led by CDEI professionals. I need to find it a clear and compelling way of understanding the fundamentals of data ethics, and how they apply to my own organisation and ways of working. Work Already Done The Model currently exists as a slide deck and accompanying text document. No user research targeted to the Model has been done. However, the CDEI Projects team does carry out stakeholder engagement as part of its work, and therefore has existing insights on for e.g. who its key stakeholders are. Existing Team The supplier will be working within the CDEI's Projects team (circa 20 individuals, including Policy Advisors, Senior Policy Advisors and Team Leads. Some Policy Advisors have a specific Technology focus). The supplier will be expected to engage across this team to understand the different relevant audiences for the CDEI's project work. There are no other suppliers involved. Current Phase Not applicable Skills & Experience • Demonstrable experience carrying out high-quality user research with diverse audiences from the public and private sector • Demonstrable experience presenting user research insights in practicable ways for policy professionals to take forward • Demonstrable experience producing design outputs which clearly communicate complex technical information Nice to Haves • Experience working with elearning products or audiences • Experience working in data or ethics-related fields Work Location Predominantly remote working, with visits to 100 Parliament Street, London SW1A 2NH Working Arrangments The supplier will be expected to visit the CDEI's offices in Westminster (minimum once weekly) in order to engage face-to-face with the Projects team - however, we can be flexible around frequency of this, according to supplier recommendations. Expenses will not be paid for travel. Security Clearance All must have BPSS as a minimum. 'Design outputs' refers to graphic/ visual/ creative deliverables, for example presentations, website visuals, posters, brochures, etc. These are likely to include at least some text content (given the requirement to communicate complex technical information).We are interested in seeing a design process/ considerations which take complex technical information/ text and 'translate' it into a clear, compelling, user-focused output. Such a process might include streamlining, simplifying or breaking up existing text into more easily digestible content. 2. Can we confirm whether there will be a presentation as well as a written proposal at the second stage? Shortlisted suppliers will be asked to prepare a short (10-15 minutes max) presentation and a written proposal. 3. Will you allow contractors to work from mainland Europe? Contractors may work remotely from wherever they wish. However, we advise proposed suppliers of our request for regular visits to our office in Westminster to engage with the Projects team face to face. Expenses will not be paid for travel.
