Description
South Lanarkshire Council have a requirement to undertake a Negotiated procedure under standing Order 9 of the Council's Standing Orders on Contracts for the for the maintenance and repair of existing vending machines at various locations throughout South Lanarkshire. The Council's Facilities Services have an ongoing requirement for an external provider to provide services to ensure full compatibility with the existing equipment (52 machines) and to avoid the risks associated with using non-approved parts or third-party servicing which, could lead to operational issues, it is in the Council’s best interest to establish a formal contract for the maintenance and repair of all vending machines across 17 high schools. The contract will be for a period of 4 years from 28 July 2025 to 27 July 2029. Lot 1: The award of this contract under the Negotiated Tendering Procedure under Regulation 33 (1) (b) of the Public Contracts (Scotland) Regulations 2015 and Standing Order 9.3.1 (b) of the Council’s Standing Orders on Contracts for the following reason: - The services can be supplied by only one suitable contractor because competition is absent for technical reasons, and no alternative or substitute exists, and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. Excel Vending Limited installed the machines and maintained them throughout their warranty period prior to their expiry. Therefore, to ensure full compatibility with the existing equipment and to avoid the risks associated with using non-approved parts or third-party servicing which, could lead to operational issues, it is in the Council’s best interest to establish a formal contract for the maintenance and repair of all vending machines.
