Change in contract scope for the turnkey contract New Hammerfest Hospital (Norwegian: NHS), on behalf of Finnmark Hospital Trust

Finnmark Hospital Trust has a contract with Consto Nord AS (Consto) for the turnkey contract NS 8407 for the New Hammerfest Hospital (NHS). The project is a collaboration between Finnmark Hospital Trust, UiT - The Arctic University of Norway and Hammerfest municipality for the construction of a new hospital and health centre. The NHS is well into the implementation phase, with handover scheduled for 15th January 2025. The NHS New Helipad project is running in parallel with the NHS. The NHS New Helipad project is currently at the engineering design drafting stage. The contract with Consto is planned to be extended to include the NHS New Helipad project, i.e. as an amendment to the current agreement between the Contracting Authority and Consto. The client believes that it is authorised to enter into such an agreement without announcing a tender contest. In this case, the authorisation is pursuant to § 28-1 (1) (f) of the PPR. Lot 1: Implementation of the New Helipad project at NHS. The contract between the Builder and Consto is a turnkey contract - a collaboration contract. NHS New Helipad does not comprise a significant change to the contract with Consto and this change can legally be made pursuant to the PPR § 28-1 (1) letter f). NHS New Helipad is within 15% of the contract sum in accordance with the provision for changes in NS 8407 section 31.1. Lot 1: Implementation of the New Helipad project at NHS. The contract between the Builder and Consto is a turnkey contract - a collaboration contract.
