Description

Ealing Council has been allocated GBP 4.783 million from the Department of Business Energy and industrial Strategy (BEIS) under the Green Homes Grant Local Authority Delivery (GHG LAD) scheme to deliver a minimum of 400-700 energy efficient retrofits in the following participating boroughs, including Ealing: London Borough of Brent, London Borough of Hammersmith and Fulham, London Borough of Harrow, London Borough of Hounslow, London Borough of Lambeth and Royal Borough of Kensington and Chelsea, by 31 March 2021. The primary purpose of the GHG LAD is to raise the energy efficiency rating of low income and low EPC rated households (those with E, F or G ratings). While the initial allocation for the Scheme is GBP 4.783 million; there is potential that the Council and its Partners will secure further funding (Phase 1b: up to a further GBP 4.5 million and Phase 2: up to a further GBP 10 million) which would potentially increase the scope of the works and the time for delivery to the end of the 2021 calendar year. The Council intends that, should further funding become available and subject to approval by the Council and the participating London Boroughs, the additional works thereby arising and which will be required to be delivered under the scheme may be procured under the contract on the same terms and conditions and pricing model as the original contract without further competition. Further London Boroughs may become Partners to the Scheme. A list of all London Boroughs who may access the contract is available at: https://directory.londoncouncils.gov.uk/ but for the avoidance of doubt, these councils are the London Boroughs of Barking and Dagenham, Barnet, Bexley, Brent, Bromley, Camden, Croydon, Enfield, Hackney, Hammersmith and Fulham, Haringey, Harrow, Havering, Hillingdon, Hounslow, Islington, Lambeth, Lewisham, Merton, Newham, Redbridge, Richmond upon Thames, Southwark, Sutton, Tower Hamlets, Waltham Forest and Wandsworth; the Royal Boroughs of Greenwich, Kensington and Chelsea and Kingston upon Thames, the City of London Corporation and the City of Westminster. The Council has appointed a contractor to deliver energy efficiency assessments in homes identified by Councils as suitable for the scheme, to identify a whole house retrofit approach for each home and to install measures. The contractor has a subcontractor network of suppliers (who must be Trustmark/MCS-certified or equivalent) and will create opportunities for local businesses in the Partner Boroughs' areas to join and deliver works through this network. The contractor will be required to validate the work undertaken, provide secondary energy assessments and aftercare/handover.
