Politiets helikoptertjenesten og livvaktstjeneste [the Police Helicopter Service and Bodyguard Services] currently utilises the application OpsCom, supplied by OpsCom Systems for handling, control and certification of events, equipment and resources. The helicopter services also uses the application for reporting to Luftfartstilsynet [the Civil Aviation Authority]. The procurement concerns moving the service from the cloud to the police network and development of the functionality for use at the other national emergency response resources. The Police Helicopter Service and Bodyguard Services currently utilises the application OpsCom, supplied by OpsCom Systems for handling, control and certification of events, equipment and resources The helicopter services also uses the application for reporting to Luftfartstilsynet [the Civil Aviation Authority]. As a part of the establishment of the National Police Operations Centre, Norway, where one gathers the helicopter service, the emergency response forces, the bomb squad and the crisis/hostage negotiators, an expansion of the application for comprehensive resource management is sought. The development involves moving the application from the cloud to the police network and adaptation to named resources, hereunder, resource management of both personnel and equipment. Work on the police network entails a requirement for authorisation. It cannot be expected that foreign personnel are authorised for this work in accordance with the Norwegian Security Act.
