NHS Basildon and Brentwood Clinical Commissioning Group (‘CCG’), on behalf of the Mid and South Essex CCGs, including NHS Castle Point and Rochford CCG, NHS Mid Essex CCG, NHS Basildon and Brentwood CCG, NHS Southend CCG, and NHS Thurrock CCG, hereinafter referred to as ‘the CCGs’) has awarded contracts for the provision of ‘Covid-19 Hub’ services for a duration of up to 12 months commencing 20 March 2020 and expiring latest, 31 March 2021, under four lots: (BBCCG, ME and SCCG, CPRCCG and TCCG) for the provision of Covid-19 Respiratory Hubs and a 111 Overflow Service in Mid Essex, Basildon and Brentwood, Southend, Castle Point and Rochford and Thurrock. This provision for dedicated Respiratory Hubs or ‘Hot’ Hubs, was established to manage the needs of ‘people experiencing respiratory complaints’ during the current Covid-19 pandemic and has been commissioned from existing providers involved in the provision of primary care enhanced access services across Mid and South Essex. The current Covid-19 pandemic made it necessary for MSE CCG's to commission services that support primary care to deliver quality services to patients within the Mid and South Essex footprint. The dedicated respiratory hot hubs were initially established to manage the needs of ‘people experiencing respiratory complaints’ and are commissioned from existing providers involved in the provision of primary care enhanced access services, across Mid and South Essex. The respiratory hubs provide an important function and have supported the safe, ongoing provision of primary medical services across Mid and South Essex throughout the first phase of this pandemic. In the time since the hubs have been active, the CCGs have taken a decision to conduct a full quality review to ensure that the service meets the needs of the local population. The CCGs are publishing this VEAT in order to communicate the decision taken to secure the ongoing provision of Covid Respiratory Hubs via these contractual arrangements until end March 2021, in order to use all reasonable endeavours to safeguard continued service delivery and minimise any inconvenience likely to be caused to patients in Mid and South Essex, while a solution is explored should the CCGs take a decision that the service is to be commissioned for a longer term whilst Covid remains a determinant of practice, as well as allowing sufficient timescales for any necessary procurement process required as a result of such decision. The Contract Value provided in this VEAT Notice is a potential aggregate total (GBP 3 888 946), which covers the overall 12-month term from 20 March 2020 to 31 March 2021 across all four lots. The first arrangement was to cover the duration 20 March April 2020-31 July 2020, which was then extended until end September 2020. The CCG has not made a formal decision to award any further contracts at time of writing.
