Bickleigh Paish Council is looking to achieve Net Zero Carbon in Operational status for their key asset, namely the Woolwell Community Centre. The intention therefore is to cover all the electricity usage by the generation and offset of the carbon emissions for the gas usage during the year via PV Arrays (solar). These PV Arrays will be installed on the existing flat roof areas of the building. It is currently anticipated that the arrays will be ballast mounted and not "A" frame mounted. Prior to undertaking this PV Array work, there are two key flat roof sections on the building which will require remedial works, one circa 380m2 and a smaller roof located at a slightly lower level, covering circa 105m2. • It will be necessary to either remove in its entirety the existing protective coverings and replace with new or • Re-cover (overlay), the existing flat roof protective coverings with new after scraping clean all existing protective covering, cutting and releasing any blisters, patch covering any splits, then applying an enhanced bond liquid primer (or similar NFRC approved application) for receipt of new protective covering. Either of these options may require the potential rectification of any existing defective structural decking, insulation and/or vapour barriers as deemed necessary. The square metreage values quoted for the roof areas are only to serve as a guide and not a specification. Therefore, Bidders must satisfy themselves with regards to the exact square metreage by on-site surveys. Additional information: Bidders are requested to provide the most cost-effective solution for their proposed roof protective covering solution, to facilitate the PV Array installation. This bid is to include the provision of an insurance backed guarantee once the project is completed. This insurance backed guarantee must guarantee the entirety of the works for all labour, plant and materials necessary for any and all defect rectifications. It is therefore strongly advised that bidders carry out their due diligence by undertaking a site survey prior to providing their proposed solution for consideration by the Parish Council. The project can be completed during normal working hours although there will need to be a level of coordination between the contractor and the centre manager to ensure that the centre can remain operational during the undertakings. The project will be contracted on strictly commercial terms & insurance levels to be agreed between successful contractor and Bickleigh Parish Council. Payment terms will be 30 days end of month. Application to be provided 2 days before the last Thursday of the month. The successful bidder is to develop a programme of work in consultation with the centre manager and provide a full suite of robust RAMS's. It is the responsibility of the bidder to ensure that they allow provisions within the bid for all labour, plant and materials as deemed necessary. This will include the provision of any scaffolding and any additional specific access equipment to enable a full turnkey bid. The council cannot be held liable for any wrong assumptions or miscalculations due to the bidder not completing an on-site visit and assessment. Variations in relation to this will not be considered.
