Description

The Council is the freehold owner of adjoining sites; one known as the former Winterbourne Hotel and the Beacon Road Public Car Park (together "the Site"). The Council wished to promote the development of the Site to construct a hotel with a minimum of 180 bedrooms of which a minimum of 120 must be 4-star quality rooms (with additional rooms being 3-star quality)("the Hotel Training School"). The local planning authority has granted planning permission on these sites for a 200-bedroom training hotel with Planning Reference: 7-2015-4917-N. The Council ran a procurement process following the open procedure to appoint a developer and operator (the Tenderer) to deliver the Hotel Training School. This process did not result in suitable tenders (as explained in more detail below). The Council therefore used a negotiated procedure to identify a successful Tenderer from those bidders involved in the original procurement process. The Council now intends to award a contract to that Tenderer. The Council proposes to fund the design and construction of the Hotel Training School. Under this arrangement, the Tenderer will be required to enter into a Development Agreement (DA) to manage the design and construction process, including appointment of the design team and the works contractor. It should be noted that the DA is conditional upon the grant of planning permission; securing 10-years rental insurance; and securing a fixed price build contract that will allow the Hotel Training School to be delivered within agreed cost/value limits. It is currently anticipated that the construction of the hotel will be completed in 2021. The Tenderer will be required to enter into a Hotel Management Agreement (HMA) with a leading internationally recognised hotel operator / brand (directly or through a hotel management company).
