Qualification system - User-controlled personal assistance services in Namdalen

Overhalla Municipality wishes on behalf of the participating Namdal municipalities to invite tenderers to participate in the qualification system for the delivery of User-controlled personal assistance services (Norwegian: BPA) to the residents of Namdalen. Click here: https://permalink.mercell.com/168478183.aspx Lot 1: The objective of the qualification system is to facilitate a real choice for users of User-controlled personal assistance services (Norwegian: BPA) as regards to which provider they want to deliver the granted services (user choice). The service shall also ensure that the users are provided the assistance they are granted, in accordance with the Act relating to the municipal health and care services. Admission to the qualification system does not apply to Public Procurement Regulations. However, the contract award, shall be in accordance with the basic requirements in the EEA agreement regarding a non-discrimination, objective, transparency and accountability process Admission to the system requires that the service providers must comply with the terms in the qualification documentation. Providers who are included in the system have the opportunity to provide services in our region. However, there is no guarantee that the providder will be allowed to provide services when allocation is made by user choice. The municipalities therefore have no obligation to purchase from the individual provider.
