2022-73 App for buying public transport tickets

Description

Møre of Romsdal County, c/o FRAM, hereafter jointly called the contracting authority, would like to enter into a contract with Entur in order to sell their tickets through Entur's national, competition-neutral travel planner. This does not mean that Entur is given exclusive rights to sell the tickets, but that sales through the national competition-neutral travel planner will supplement the contracting authority's other channels. The contract is of low value and is therefore not subject to an announcement. Nevertheless, we want to publish a voluntary ex-ante transparency notice for the contract. The contract will be signed at the earliest 11 days after the notice date Lot 1: Public Procurement Regulations, § 9-3 letter b no. 2. The contracting authority can make a procurement without a contest if the procurement is for services that only a specific service provider can supply as competition is impossible due to technical reasons. The prerequisite is that there are no reasonable alternatives and the lack of competition is not due to the contracting authority having adapted the procurement documents for a specific service provider. Samferdselsdepartementet [the Ministry of Transport and Communication] owns EnTur outright (100%). Entur is the only national competition-neutral system that sells tickets for all of Norway´s public transport. There are currently no comparable systems. The market has not established such a system itself, and it was only through a government project that such a channel was established. It is also difficult to see any incentives for other service providers to develop such an offer. The intended contract will only apply to sales through two specific channels, Internet and app. A contract with Entur will not exempt the contracting authority´s own channels or sales through other central channels, or more local channels.
