Description

This notice applies to the establishment of a qualification system for user-controlled personal assistance for clients (free user choice). The system must be organised in such a way that all service providers who meet certain conditions after applying, can offer user-controlled personal assistance for clients (Norwegian abbreviation: BPA) in the participating municipalities. The objective of the qualification system is to organise possibilities for real options for clients of user-controlled personal assistance services for selecting the providers they want for the BPA (user choice). At the same time, the system must contribute to ensuring that the users get the help they are required to have access to in accordance with the law on municipal health care services. A qualification system is an administrative award where the contracting authority makes requirements for approval of providers. The terms specified in point 2.2 and part 2 of the tender documentation must be complied with during the entire contract period. Admission to the qualification system does not apply to Public Procurement Regulations. However, the award procedure must be in accordance with the basic requirements given in the EEA agreement’s non-discrimination clause, objective criteria and a transparent and verifiable process. Admission to the system requires that the service providers must comply with the terms in the qualification documentation. Service providers who fulfil the terms can and are obliged to offer these services to the municipality’s residents.
