NIE Networks is the electricity distribution network operator (DNO) and transmission network owner in Northern Ireland. NIE Networks have a requirement to procure a corporate GIS platform. The current GIS platform is due for renewal/upgrade and as there have been significant developments within the GIS field, NIE Networks would like to invite solution providers to separate market engagements to demonstrate the recent advances and how NIE Networks could benefit from them. The objective is to understand what exists in the market and consider various technical options. The information will be used to add to the procurement strategy. The information will be retained by NIE and treated as confidential. Suppliers should register their interest via EsourcingNI by 3p 16.10.2019 providing the name(s) of who will attend. NIE will hold separate individual supplier sessions on 21st Oct and 8th,13th,15th Nov. NIE may shortlist attendees on the basis of direct relevant experience. NIE Networks have a requirement to procure a corporate GIS platform. NIE Networks currently possess a GE Smallworld GIS (Version 4.1.1). The current GIS has been employed since 2007, and has been used to record the geographic location of the overhead and underground network assets. NIE Networks main requirements for a GIS platform include: 1) System usability — immediate post ups, overlay with information from other systems, 2D/3D topography, etc.; 2) Mobile mapping — record images and attached to assets, online/offline capability, data caching, etc.; 3) Workflows — ability for different departments to do their planned work — see what other people are doing, etc.; 4) Mark ups in GIS — red lining, use of GPS; 5) Integration with other systems — Maximo, SAP, asset decision support tool, fleet sensors/comms; 6) Customer/public portal — customers doing their own check — ability for customers to draw proposed connections, etc.; 7) Integrate to our Oracle NMS and creation of an LV Connected model and capability; 8) Storm mode/weather overlay/analytics tools/dashboards. The procurement of the GIS platform will be launched under a separate procurement process. Please note a separate call for competition in the form of OJEU contract notice will be published on eSourcing NI. Any interested parties will still be required to apply separately when launched and expressing an interest in the market engagement shall in no way be accepted as registering an interest. Additionally, expressing an interest in the market engagement will not be a prerequisite in relation to the future tender competition. Please note this is not a call for competition. In order to maintain a suitable list of supplier please also provide a short description of your experience in this area. NIE Networks may shortlist attendees on the basis of direct relevant experience only. In addition, in the event of the required being over subscribed NIE Networks will restrict the total number of attendees to the first 4 suppliers who demonstrate direct relevant experience.
