PRJ - 1222 NCL ICB Positive Behaviour Support (PBS) Provider Framework

NHS North Central London Integrated Care Board (NCL ICB) is seeking to establish a framework list of providers that can deliver high-quality Positive Behaviour Support (PBS) services. High-quality PBS can improve outcomes and quality of life for people with a learning disability; this can lead to reduced incidents of crisis, decreased use of restraint, fewer breakdowns in community placements and less inappropriate hospital admissions. The framework list will be the mechanism for the call-off of individual packages of care and the award of individual PBS Service User Placement Agreement (SUPA) contracts by NCL ICB, who are the primary contracting authority. NCL Local Authorities also have the option to commission individual packages of care from this framework list if they choose. NCL Local Authorities will follow their own local procedures for the issuing of contracts related to individual packages of care. The Services to be procured as part of the Procurement are detailed in the attached Contract Specification. The contract will have a duration of 3 years + 1 year's extension. The maximum contract value will be £12 million per year. There is no guarantee of spend to any provider on the framework. Framework providers will be awarded individual client contracts through either a mini competition or direct award process. The Complex Care LD team will host the framework. Providers can only be added to the framework during the initial tender period as current procurement regulations do not allow for additional providers to be added at a later date. The NHS NCL ICB Positive Behaviour Support Framework can also be used by NCL Local Authorities. Interested organisation must express an interest via Pro-contract e-tendering portal.
