Ireland’s National Open Research Forum (NORF) was established in 2017 to drive the Irish agenda for Open Research. NORF provides a space for communication, consultation and cooperation among key stakeholders in Ireland’s research system regarding strategic issues and overarching policies and procedures in open research. NORF combines the expertise of representatives from policy, research funding organisations, research performing organisations, the library sector, enterprise and other key stakeholders in the research system across Ireland. NORF seeks a consultant to undertake a review and analysis of the Persistent Identifier (PID) landscape in Ireland with the aim of developing, a) an Irish PID Cost-Benefit Analysis and b) a National PID Strategy and Roadmap. PIDs are a key infrastructure supporting open research; their adoption and integration by key stakeholders in the Irish research ecosystem enables consistent monitoring of research outputs, increases interoperability, and contributes significantly to making digital objects findable, accessible, interoperable, and reusable (FAIR).
