The framework agreement is for the supply of negative pressure wound therapy. Therapeutic techniques using vacuum dressings and equipment to promote healing in chronic and acute wounds via both purchase and rental options. It is anticipated that in the first 48 months of the framework agreement the value of purchases will be circa GBP 72 800 000 Exc VAT For the full 72-month term (if extended) the anticipated value is circa GBP 97 905 224 Exc VAT. however this is approximate only and the values may vary depending on the requirements of those bodies purchasing under the framework agreement. This lot is for the purchase of large negative pressure pumps used predominately in an acute setting, all of which are intended to aid in the wound healing process for both acute and chronic wounds. NHS Supply Chain will share savings information in order to assist its customers with making informed procurement decisions. NHS Supply Chain intends to enter into arrangements under which it will be entitled to purchase supplies and/or services which it will make available for purchase by: 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body (for the avoidance of doubt including local authorities); and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the framework agreement and enter into contracts under it. For the goods identified as direct contract goods: 1) NHS Supply Chain; 2) any NHS Trust; 3) any other NHS entity; 4) any government department, agency or other statutory body (for the avoidance of doubt including local authorities); and/or 5) any private sector entity active in the UK healthcare sector will be able to directly order under the framework agreement and will be able to enter into a direct contract with the applicant for any of the goods under the framework. Direct contracts placed under the framework agreement by parties other than NHS Supply Chain are between the party and the applicant, NHS Supply Chain is not a party to those contracts. The term of contracts formed under the framework agreement may continue beyond the end of the term of the framework agreement itself. NHS Supply Chain expects to provide successful suppliers with the opportunity to offer additional savings to. Portable negative pressure wound therapy pumps are defined as able to be transported or conveyed by hand and allow patient full mobility (if needed) whilst receiving negative pressure therapy or for use in an ambulatory care setting. NHS Supply Chain will share savings information in order to assist its customers with making informed procurement decisions. NHS Supply Chain intends to enter into arrangements under which it will be entitled to purchase supplies and/or services which it will make available for purchase by: 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body (for the avoidance of doubt including local authorities); and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the framework agreement and enter into contracts under it. For the goods identified as direct contract goods: 1) NHS Supply Chain; 2) any NHS Trust; 3) any other NHS entity; 4) any government department, agency or other statutory body (for the avoidance of doubt including local authorities); and/or 5) any private sector entity active in the UK healthcare sector will be able to directly order under the framework agreement and will be able to enter into a direct contract with the Applicant for any of the goods under the framework. Disposable negative pressure devices are single patient use pumps and are to be disposed of once used to treat the wound for a set period of time. Exudate to be stored away from the wound in a canister and/or dressing. Disposable negative pressure devices are defined as able to be transported or conveyed by hand and allow patient full mobility (if needed) whilst receiving negative pressure therapy. Negative pressure wound therapy consumables are products that are used in conjunction to negative pressure wound therapy pumps. There is an option for a set purchase plan for the provision of NPWT machines on a ‘free on loan’ basis with the costs of the devices tied into the set usage associated with lot 4 (Consumables) whether that be volume or value based. Set Purchase Plans allow NHS Supply Chain customers to receive NPWT machines to be commissioned with no upfront cost. The costs for the negative pressure wound therapy device are then remunerated via the associated consumables over a set period of time with committed annual volumes/values. Please refer to Appendix 13 (Set Purchase Plans). Prior to being set up on a specific purchase plan the customer and supplier will need to enter into a purchase plan agreement — see the call-off terms for the supply of goods at Schedule 1 (Clause 1.7) and Schedule 7 (Extra Key Provisions) for details. Set purchase plans can be set up at any time during the lifetime of the framework agreement but must not extend beyond the end of the framework agreement. The purpose of this lot is to provide a core provision for customer requirements, it is anticipated that this lot will form the basis for customers to develop their individual requirements.
