We are intending to procure a supplier to inform the development of future statutory instruments which will make use of new regulation-making powers included in the Tobacco and Vapes Bill. The Department of Health and Social Care (DHSC) is seeking to procure audits of the current UK consumer market for tobacco, vape and other consumer nicotine products, across a range of parameters. We have designed a market consultation questionnaire that we would encourage you to review and respond to, for our forthcoming Tobacco, Vape, Nicotine product market audit requirement. Please e-mail ccsinbox@dhsc.gov.uk to obtain a copy of this questionnaire quoting ‘DHSC - Audits of tobacco, vape and other nicotine products’. You should complete and return this document no later than 23:59 on Monday 10th November 2025. In addition to the above, if you would like to know more information or if you have any questions ahead of submitting the questionnaire, we have set up a call next Thursday 30th October from 2:45pm - 3:30pm which you are welcome to dial into. The market engagement exercise is being used as an opportunity to gather feedback to better understand market capabilities, refine the procurement strategy, and encourage supplier engagement.
