Caledonian Maritime Assets Ltd (CMAL) is planning a full redevelopment of Port Ellen ferry terminal. CMAL has appointed Mott MacDonald Ltd to act as our engineering consultant in the design of the works and we are now seeking to appoint an ECI Contractor to initially contribute to and influence the design. The ECI Contractor is to be procured on the basis that, following a process to agree a construction target cost, they will also deliver the construction works, subject to all required funding gateway approvals for the project being achieved. Caledonian Maritime Assets Ltd (CMAL) is planning a full redevelopment of Port Ellen ferry terminal. Upgrades are required to accommodate and realise the full capacity of the two New Islay Vessels (NIV), currently scheduled for delivery in 2024 and 2025. The objectives of the Port Ellen Terminal Development (PETD) project include to: - Increase marshalling capacity to meet requirements for the NIV, - Deliver marine requirements to support the NIV (dredging, fendering, linkspan etc.), - Deliver a new terminal building, and - Deliver appropriate traffic management and commercial activity arrangements. We aim to deliver the works with as little disruption to general harbour operations and the Port Ellen community as possible. It should be noted that ferry services will be diverted via Port Askaig for the majority of the construction works, however, access for the delivery of grain at Port Ellen must be maintained throughout the works in addition to access for other harbour users (fishing vessels and marina vessels) being maintained, as far as is practicable. CMAL has appointed Mott MacDonald Ltd to act as our engineering consultant in the design of the works and we are now seeking to appoint an ECI Contractor to initially contribute to and influence the design with an emphasis on construction methodology, risk mitigation, materials, supply chain, and possible alternatives for reducing CAPEX and programme. The ECI Contractor is to be procured on the basis that, following a process to agree a construction target cost, they will also deliver the construction works, subject to all required funding gateway approvals for the project being achieved. The following key activities are expected in the construction phase of the project: - Significant land reclamation to form a new marshalling area. - New linkspan and fixed ramp (on piled supporting structures) - New open piled finger pier - Dredging (including rock and marine deposits) - New sheet piled quay walls, fendering and associated quayside furniture. - New rock armoured revetments - New Terminal Building - New shore power for vessels - Site-wide utilities The construction works are anticipated to commence early summer 2025 and be completed by December 2026. CMAL is looking to engage with interested contractors to gather market intelligence to help us shape the contract.
