University College Dublin National Virus Reference Laboratory (UCDNVRL) is currently exploring the technical options available to it regarding the supply, installation and maintenance of a NGS-based HIV and HCV genotyping and drug resistance testing system to UCDNVRL With the publication of this document, UCDNVRL seeks preliminary, informal information from economic operators regarding the supply and maintenance of such a system. This pre-planning market engagement process is referred to as a ‘technical dialogue’ and is expressly permitted by the relevant public procurement regulations, including Article 40 of Directive 2014/24/EU of the European Parliament and of the Council. It is envisioned that this process will afford the UCDNVRL a full understanding of the extent to which the market is in a position to provide the required product and will enable UCDNVRL to more accurately formulate an overall approach to the project.
