Equipment for monitoring fosters before and during birth is to be procured for the New Drammen Hospital. The contracting authority intends to enter into a contract with Scan-Med AS for the procurement of CTG apparatuses with ST analysis. Lot 1: Background and justification for the notice: The Maternity Department at Drammen Hospital would like to procure equipment for monitoring fosters. Cardiotocograph (CTG) with ST analysis. Vestre Viken Hospital Trust has established procedures for monitoring fosters before and during birth. This is established in the procedure hand book and is based on national recommendations for birthing help and guidelines for birthing help. The goal of the monitoring is to prevent damage due to hypoxia and thereby reduce perinatal mortality and long term mortality. The procedure involves the use of foster ECG with ST analysis. As far as we are aware, there is only one supplier that can offer this system in the market. CTG monitoring is to be procured that will be connected to the existing ICT system for foster monitoring (Milou/Partus). A total of 23 CTG apparatuses will be procured for monitoring with different functionality. This will be established in three departments. Outpatients, delivery rooms and 24-hour places/observation units. The departments are located next to each other at the new hospital, and we would like flexible equipment that can be used across the departments with joint monitoring. Based on the information above, the plan is monitoring with ST analyses in the delivery rooms. There is also a wish to have ST analysis in the 24-hour places, where in some cases pregnant women under observation start giving birth, and there is a need for ST analysis of the foster. We would like the apparatuses here to be rigged for a possible upgrade in the long term. This means that we would like 19 of 23 apparatuses to be CTG with ST analysis. Despite there being several suppliers that can deliver CTG for the remaining four apparatuses, we would like to have these from the same supplier in order to have the same system across the board. By establishing a uniform foster monitoring system, the clinicians will have good competence in monitoring the mother and baby across these departments with a joint system. Patient safety for women and babies before and during birth is a priority. As there is only one supplier that delivers CTG with ST analysis, we would like to have the same system in all equipment in this field. It will be advantageous for clinicians to deal with only one type of equipment as this involves complex monitoring of mothers and babies. The contract will be for 2 years, with an option for 2 years. The value of the procurement is estimated to be NOK 5,900,000, of which NOK 900,000 is intended as options. Based on this, the contracting authority considers the contract to be exempted from competition in accordance with the terms regulations of 12 August 2016, no. 974 on public procurements (public procurement regulations - FDA) § 13-4, letter b, point 2.
