Vinmonopolet's ERP system is currently based on the current business suite from SAP, which has ‘End of Support’ at the end of 2025. The current ERP system runs on a DB2 BLU database. Vinmonopolet has a growing amount of data, an increased need to process data more efficiently than today, an increased need for functionality to support our processes efficiently, as well as an increased desire in the organisation to optimise reports and analysis in real time on data. This, altogether gives a need to upgrade to SAP S74 HANA. S/4 is only compatible with SAP's HANA database. By upgrading to SAP S/4 HANA, the current functionality can be continued, whilst an alternative system presumes a complete replacement of all the existing ERP software. It is not a competitive alternative to procure a new ERP system instead of carrying out this upgrade. This is because the procurement and implementation costs of a new ERP system will far exceed the costs of the required licences. Vinmonopolet hereby announces that it intends to enter into a new contract with SAP for the procurement of licences in order to upgrade our existing SAP ERP system to SAP S/4 HANA, as well as to ensure future-orientated needs for SAP licences for this system by 31.12.2019 at the latest. The contract is for the procurement of licences for 3 320 000 NOK, plus annual maintenance from 2020. Vinmonopolet currently has a contract for the procurement of licences with SAP. SAP is the only supplier of this system and it is only SAP that can deliver and carry out maintenance on its own source code. Upgrading to S/4 is within the existing software's ordinary development programme, but it involves a need to change licences, including exchanging existing licences, which can only be done by the existing licence partner. We believe, therefore, that it is not possible to establish a competition for the delivery of a product that meets our upgrade needs. The monopoly exception is therefore being applied.
