The Norwegian Environment Agency's joint ICT operations will enter into a framework agreement with one Licensing Solution Partner (LSP) for assistance with the purchase of licences from Microsoft and management of the Enterprise Agreement (EA), Cloud Solution Program (CSP) and Server & Cloud Enrolment (SCE), among others. It must also be possible to provide off-the-shelf licences through this agreement. It must be possible to provide assistance/consultancy related to licence operation/cloud operation/cloud organisation/cost control, etc. from Microsoft and other suppliers. The tenderer must be a multivendor CSP supplier. This procurement will also be available for use by the following agencies: the Norwegian Directorate for Cultural Heritage [Riksantikvaren], the Species Database [Artsdatabanken], the Norwegian Cultural Memorial Fund [Norsk Kulturminnefond], the Norwegian Polar Institute [Norsk Polarinstitutt] and Centre Against Marine Littering. The total sum of the procurement is difficult to calculate, and developments during the agreement period are now more unpredictable than ever. The amount is therefore to be regarded as an upper limit. Consumption under the agreement in 2023 is estimated to be around NOK 14-15,000,000, and is rising rapidly. The framework agreement period is 3 years.
