Kystverket [the Norwegian Coastal Administration] intends to sign a contract with NORBIT Aptomar AS to develop e-learning tailored to Kystverket’s [the Norwegian Coastal Administration’s] needs for all personnel involved in operations that require knowledge to and competence on the SeaCOP system, as well as expand the functionality in SeaCOP to support Full Motion Video in accordance with standards STANGAG 4609/MISB. Expansion of the functionality will be developed in SeaCOP software, that only NORBIT Aptomar AS has access to. The training will take place on the existing software from Aptomar. NORBIT Aptomar AS owns the software on the existing systems, and is the only supplier with sufficient access to the systems for development of the training. The Norwegian Coastal Administration has found a legal basis for this in § 13-4 b point 2 and 3. The named paragraph in PPR substantiates that the Norwegian Coastal Administration’s justification has legal basis to announce a prior information notice concerning contract award. The purpose of the procurement is to produce e-learning materials, connected to all of the Norwegian Coastal Administration’s operative oil spill vessels with remote sensors on board. The objective is to develop additional functionality in SeaCOP in order to utilise the system for all data capture from the Norwegian Coastal Administration’s sensors (Remote Measuring System) and development of internal situation reports on boats and planes, as well as utilise the functionality that is current established in the Norwegian Coastal Administration’s SeaCOP systems, amongst other things, sharing of pictures, videos, geographic objects and data in all formats via MBR. The following work will be performed: Develop e-learning for the existing units delivered by Aptomar, and that this will be made available for integration with the Norwegian Coastal Administration’s competence portal (Educatia), including: — the system for SeaCOP training and e-training must be compatible with the Norwegian Coastal Administration’s existing competence portal, Educatia; — SeaCOP training and e-training must be available both at the work stations and on the internet; — the training and education will be divided into different stand-alone levels/modules based on the role and operational proximity to SeaCOP on a daily basis; — ensure that the SeaCOP training modules and competence level of the Norwegian Coastal Administration’s personnel will automatically be connected to, notified on and registered in the Norwegian Coastal Administration’s competence portal (Educatia); — all of the Norwegian Coastal Administration’s courses must be in Norwegian. Development of additional functionality in SeaCOP- Support STANAG 4609 Procurement of additional functionality on the existing SeaCOP platforms that make real-time geographic data capture from video source sensors that support STANAG 4609 /MISB, full motion video standards. Sensors that support this standard (EO/IR/Low Light, etc.) are available for multiple airborne platforms such as planes, helicopters, drones in the professional market. The functionality will prepare all SeaCOP systems to be able to process, display and store data capture from sensors that support the standards via streaming (RSTP). Data capture and functionality will be included in all of SeaCOP platforms in the Norwegian Coastal Administration’s service, and without adding new machinery. The procurement is training in the existing Aptomar software. NORBIT Aptomar AS is the owner of the software on the existing systems and the only supplier who can carry out the development training that will take place on the existing software from Aptomar. Development of functionality will also be developed in SeaCOP software. The Norwegian Coastal Administration has found a legal basis for this in § 13-4 b point 2 and 3.
