INELFE - BISCAY GULF - ELECTRICAL INTERCONNECTION FR-SP – INSURANCE ADVISOR/BROKER.

Description

The Project consists of the construction of a 2.000 MW link. This link is composed of 2 (two) circuits rated 1.000 MW each for DC operating voltage of 400 kV, in total comprised of 4 (four) power cables, 4 (four) converter station terminals located close to 400 kV Gatica substation (Spain) and Cubnezais substation (France). The length of the route is estimated to be approximately 400 km long starting in Spanish País Vasco region (near Bilbao) to an ending point in Nouvelle Aquitaine (Gironde department, near Bordeaux). The interconnection is composed of underground cables with total approximate route length of 100 km and submarine cables with total approximate route length of 300 km. This is a joint project developed by INELFE on behalf of Réseau Transport d’Electricité (RTE) and Red Eléctrica de España (REE) respectively the transmission system operators in France and Spain, and it´s supported by the by the European Union’s Connecting Europe facility (CEF) Lot 1: INELFE has decided to launch an advisor/broker insurance tender to advise INELFE along the Biscay Gulf Project. The scope of the services will be focused on 2 phases divided into three activities, including among others: Carry out a PML (Probable Maximum Losses) analysis to set up the minimum insurance capacity, design target insurance program CCIP (Contractrors Control Insurance Program)/OCIP (Owner controls Insurance Program) and associated contract clauses, support on insurance issues during EPC ((Engineering, Procurement & Construction) tendering process, run a desk quote for OCIP and/or umbrella program and optionally act as broker for such program or control contractors insurance deployment. Further detail of the scope, phases and activities of the contract may be provided notably in the ITT documents see Section VI.3 for more details about the procurement process. The contracting entity will be INELFE in its name and on behalf of REE and RTE as a central purchasing body. Official communications shall be conducted via message board on the project’s e-sourcing platform. All communications throughout the tender process related to the INELFE Biscay of Gulf project must be sent via this way. Any communications not sent via this e-sourcing portal may not receive any response. INELFE, RTE and REE will not accept any responsibility should this happen.
