Uisce Éireann is planning to establish a Business Change Professional Services Framework (FW) that provides ‘specialist subject matter’ resources to support the delivery of change, transformation projects, programmes, and some Business-as-Usual activity as appropriate. The current Business Change 17/109 Multi Party Professional Services Framework expires on the 31st of December 2025. Professional services encompass a diverse array of specialised, knowledge-intensive activities provided by skilled professionals to businesses, or organizations. These services are characterised by the depth of knowledge, skills, and judgment required to address complex challenges and provide valuable insights. Uisce Éireann is looking for professional services providers in the Market that can cover all aspects of the scope items below including but not limited to: • Project, Programme, Portfolio and PMO Services • Change Management Services, including Strategy, Training and Business Readiness • Business Analysis • Business Process Analysis • Professional Roles (Specialisms) This PIN and the subsequent meetings (if required) are intended to create a forum of interaction to assist UÉ with research on the structure of the market and specialist competencies available in this area The principal objective of this exercise is to receive feedback from the marketplace relating to UÉ’s business requirements. It is expected to bring a provider’s perspective to the fore prior to the commencement of a tender competition. The PIN expectations are: 1.Maximise compliance with EU and national procurement rules by achieving appropriate transparency, competition and fairness with regard to the award of this potential contract; 2.Establish the nature, structure and capacity of the market 3.Planned Meetings - UÉ may organise meetings in the coming months with interested parties. The venue and date(s) will be advised to respondents in due course. UÉ may select a cross section of companies based on their submissions and specialties. UÉ may invite up to 5 interested parties with proven experience in providing Business Change requirements as per the above to present and show case their offering in a workshop in a UÉ office or alternatively a virtual session held over Zoom / MS Teams.
