Summary of the work The Christie is seeking a partner to deliver a number of software engineering workstreams across the programme to modernise, maintain and develop the EHR. These currently include OpenEHR forms platform integration, Pathology Order Communications, Satellite site results integration and User interface enhancements. Expected Contract Length 2 years, with an optional extension of up to 6 months. Latest start date Friday 1 April 2022 Budget Range Up to £1,600,000 (ex. VAT) Why the Work is Being Done The Trust requires a modern real-time, patient-centred record that makes information available instantly and securely to clinical and operational users. The Electronic Health Record (EHR) is being modernised and developed to support the current and future needs of the organisation. Problem to Be Solved There are a number of workstreams that require software engineering to develop new functionality and maintenance of existing platform. These currently include OpenEHR forms platform integration, Pathology Order Communications, Satellite site results integration and User interface enhancements. Who Are the Users As a specialist cancer trust we need to be able to store, share and transfer patient data, documents and other artefacts with clinicians, administrative staff and various support staff locally, regionally and nationally. Work Already Done The programme has delivered multiple enhancements and technical modernisations in line with the core roadmap and organisational needs, over the last 3 years. Existing Team The Digital Product Engineering team designs, builds and supports the EHR platform. It is a multi-disciplined team that works in collaboration with medical, nursing and operational stakeholders and subject matter experts. It has product management and software engineering expertise. Current Phase Live Skills & Experience • Substantial experience of working in an agile delivery team and be familiar with the associated ceremonies. • Substantial experience building large scale enterprise systems. • Substantial experience with national system integration, interoperability and data standards. • Substantial experience with the Microsoft engineering technology stack including .NET, C#, SQL Server and Azure platform. • Substantial experience of integrating low-code/forms engine platforms into large complex systems. • Experience managing and engineering legacy Microsoft technology stacks with Classic ASP and jQuery. • Experience migrating large monolithic systems into a modern technology stack while maintaining high availability and minimal live service disruption. • Experience in the appropriate use of sensitive data held on highly secure infrastructure and the associated compliance standards. • Experience working and collaborating directly with senior stakeholders to influence both technical and operational decisions. Nice to Haves • Experience of using data modelling standards to separate data architecture from the application architecture. • Experience with national and international data protection and data security accreditation requirements. • Experience of developing and contributing to architecture roadmaps and collaborating on the technology strategy. Work Location Remote working, however meetings and on site presence may need to take place from The Christie NHS Foundation Trust sites. Working Arrangments Work will be predominantly undertaken remotely. If travel permits, there may be some attendance at workshops or other infrequent meetings at The Christie NHS Foundation Trust sites. Is there any incumbent supplier for the software services? If yes, who? There is a primary incumbent supplier but we also work with secondary specialist suppliers 2. You mention low-code experience required, do you have a preferred low-code platform? We have recently procured an openEHR low code platform 3. Is near-shoring or off-shoring allowed? Some work is required on-site 4. Could the Authority share the high-level procurement timelines? Including Shortlisting, ITT, Presentation and results The latest start date 1st April 2022, we plan to award the contract in March to allow for a mobalisation period 5. What are the required Roles? We are interested in your responses as to what roles would be required. 6. Who from your team will be scoring applications for this opportunity and what positions do they hold? There will be specialist evaluation panel with expertise in this field. 7. Apart from the tech-stack mentioned, could the Authority share the exhaustive Tech-stack? Please refer to the essential skills and experience. 8. Experience with national and international data protection and data security accreditation requirements. No further clarification. 9. Which software engineering suppliers have assisted in the programme over the last 3 years...? There is a primary incumbent supplier but we also work with secondary specialist suppliers. 10.
