Summary of the work Requirement for an experienced supplier to support the delivery of Connecting Your Care Phase 2 to expand access to the Health Information Exchange (HIE) interface to include a range of health and care service providers (including Social Services) across South West London. Expected Contract Length 15 months Latest start date Friday 29 November 2019 Budget Range The budget range is £450,000 to £550,000 and is inclusive of expenses and VAT. Tenderers will be expected to list the cost of all the members of staff which will be working on the project and to also indicate the number of days. Any bids submitted above the budget range will not be accepted and treated as non- compliant. Why the Work is Being Done This work is the second phase of the Connecting Your Care Programme and a critical element of the SWL Local Digital Roadmap that represents the foundation of a platform for SWL-wide information sharing across borough boundaries and nationwide. As an enabler it will support ubiquitous health and care data sharing among health and care providers and the platform to support future digital initiatives whilst building on existing programmes in SWL to harness information sharing solution capabilities already in place, constitute the creation of multiple information flows via connections to existing systems, new extracts of data, licences, support & maintenance. Problem to Be Solved Connecting Your Care P2 will extend and integrate with the current federated Cerner HIE (3 Acute and circa 190 GPs) the following service providers: Social Care, Community Services, Mental Health, Urgent Care Services, including LAS and NHS111, - Out of Hours, One London LHCRE, Link to Hospices, Care Homes. The "awarded supplier" is required to coordinate the engagement work with providers, software suppliers, key stakeholders to ensure standardised patient data records are shared and viewed, meeting Data Security and Protection Toolkit security and compliance standards, complying with the requirements of the UK DPA & all the provisions of the GDPR. Who Are the Users Services are provided across SWL health and care organisation. There is a requirement to deliver this programme with minimal disruption to services and with minimal reliance on 'out of hours' work. The users in Connecting Your Care Phase 2 programme expansion are health and care professionals that operates in South West London. The organisations supported in this programme are: - Acute Trusts - GPs - Social Care - Community Services - Mental Health - Urgent Care Services, including LAS and NHS111 - Out of Hours Services - One London LHCRE - Links to Hospices, Care Homes Early Market Engagement Service Specification & price testing was done in March 2019. This was open to all providers that had bid for Phase 1 of this service via the CCS - Digital Marketplace. Work Already Done CYC 1 has delivered : • GP data sharing – data feeds for GPs in SWL • Acute data sharing – data feeds for Kingston, St George’s and Croydon Acutes and viewing only for others • Other sharing – data feeds for Kingston Adult Social Care, SWL & St Georges MHT, Your Healthcare – Kingston and Croydon Community services • Federation of 3 Cerner HIEs through the One London HIE Hub to enable pan-South West London data sharing work-in-progress. Sutton IDCR replacement (CYC 2A) is being delivered as part of CYC 1 to provide interfaces with Sutton. Existing Team The programme will report into the SWL Digital Programme Manager. The successful supplier will need to engage with the below functions: - SWL Digital Transformation Team - Programme Management Team - Contracts and Resourcing Team - Technical Team - Information Governance Working Group - Security Team - Communication and Engagement Team - Providers and suppliers required stakeholders - Clinical user groups Current Phase Live Skills & Experience • Evidence that your organisation can deliver the capacity to deliver the two main project workstream in parallel as set out in the Service Specification. -(5%) • Provide an outline of your organisation’s experience in delivering large scale IT and transformation projects within the NHS that centres on finding an interoperability solution? - (10%) • Provide an outline of who you consider to be the key stakeholders and explain your organisation’s plan to manage and to communicate with the stakeholders throughout the programme. - (5%) • Details of your delivery plan, addressing the envisaged challenges and your mitigation for these. - (10%) • Details of your organisation's experience/understanding of Information Governance across multiple organisations (i.e. NHS and Local Government) including programme rollout and knowledge of ISA agreements and development of solutions. - Pass/Fail • Adequate Project Management experience including an outline of the team structure for this project, number of days each member will be working on this programme and their day rate (5%) • Evidence of your organisation's capability to coordinate patient-facing communication and manage internal and external stakeholders - (Pass/Fail) Nice to Haves Detailed evidence of implementing solutions based on Cerner HIE technology. - (10%) Work Location Across the geography of South West London. The base for this programme is: South West London Health and Care Partnership 120 The Broadway Wimbledon SW19 1RH Working Arrangments The Connecting Your Care Phase 2 programme is an integral part of our SWL Digital Enabled Systems Transformation Programme and therefore, the successful supplier's staff is expected to work closely onsite with the required teams (SWL HCP, health and care providers, Software suppliers). The successful supplier must have a hands-on approach and will be expected to attend to face to face meetings, all expenses must be within the financial envelope across SWL sites. Security Clearance The selected provider will be expected to adhere to clinical governance procedures where required and also undertake NHS mandatory training where identified. Can you advise how you will evaluate a Pass/Fail? Definitions for Pass/Fail Questions:• Meets all the criteria set out in the question to meet the requirements of the Contracting Authority = Pass• Does not meet all the criteria set out in the question and is assessed as being unable to meet the requirements of the Contracting Authority = Fail• Supporting evidence/narrative will be required• A fail will mean a rejection for any organisation from progressing through this process. 4. Do all of the staff need to be onsite, or can some of the work be delivered from other locations, for instance, from Northern Ireland? No, all the staff are not required to work onsite for this project and some of the work can be delivered from other locations. However, the provider will be expected to demonstrate clear deliverables and meet the milestones timelines as outlined in the project plan throughout the duration of the programme. In addition to this, there is a requirement to attend some meetings and meet key stakeholders face to face. 5. Is there a current incumbent or preferred supplier? There is a contracting supplier for phase one of the CYC programme which is due to be completed in August 2019.There isn’t a current incumbent or preferred supplier for the delivery of CYC phase 2 and the procurement is open to all interested bidders who meet the criteria. All responses will be evaluated fairly and treated equally by an evaluation panel as part of the procurement process and the winning provider will be selected based on the total summation of the scoring following a robust assessment of the submitted bids, bidders’ interviews, presentations/written proposal. 6. What are the expectations on team engagement and the structure of the required team please? • Our expectations on team engagement are outlined in the FAQs from 7-10.• We expect interested providers to define their staffing structure/ team composition including their roles and responsibilities for the delivery of the CYC phase 2 programme. 7. In the specification 3.1 core services refers to commercial management, please could you advise what has been completed to date so that bidders have a deeper understanding of the requirement in this area. As part of Phase 1 commercial contracts and arrangements with current clinical system suppliers have been put in place/agreed for the current sharing architecture and data feeds and licenses. 8. Section 2.3.3 of the Specification refers to Establishing the support functions. Please could you advise what was the arrangement was in Phase 1? Also, is it bounded to the duration of the project, will this then transition and become part of handover. In Phase 1 the support function was provided by the provider until transition into BAU as part of the handover to SWL. The support arrangements in BAU will only cover Phase 1 arrangements and will remain BAU (i.e. will not transition into Phase 2). 9. In the specification it refers to penetration testing, please could you advise on the cost of this and who would be responsible for this. Penetration testing is variable depending on the infrastructure to be tested and the chosen Pentest company used. The cost of this will be covered by the CYC2 programme and it is not expected to be funded by the selected provider.
