Services Concession Agreement for the operation of the Gas Safe Register in Great Britain and Northern Ireland

The Health and Safety Executive (HSE) is the independent regulator of health and safety and has responsibility for regulating consumer gas safety in GB and does this largely through the Health and Safety at Work Act 1974 and the Gas Safety (Installation and Use) Regulations 1998 (GSIUR). A key component of the consumer gas safety regime is the Gas Safe Register, the official gas registration body for the United Kingdom, Isle of Man, Jersey and Guernsey, appointed by the relevant Health and Safety Authority for each area. By law all gas engineers must be on the Gas Safe Register. Gas Safe Register deals with all aspects of the downstream gas industry covered by the following regulations: • Great Britain: The Gas Safety (Installation and Use) Regulations 1998 • Northern Ireland: The Gas Safety (Installation & Use) Regulations (Northern Ireland) 2004 The regulations cover both piped natural gas and liquefied petroleum gas (LPG). The gas registration scheme is owned by HSE and exists to protect the public from unsafe gas work. The current service concession agreement will end on the 31st March 2024 and HSE is seeking to put in place a new SCA to operate the Gas Safe Register for a five year period beginning 1 April 2024. The provider will be required to undertake a number of tasks and, in doing so, protect and inform the public of the risks of unsafe and illegal gas work, and of other dangers such as carbon monoxide (CO). To provide more information about this opportunity, HSE is holding a virtual supplier engagement event via Teams on 31/01/2022, commencing at 10.30am. The event will consist of a one hour presentation for all attendees and from 11.40am, attendees will be provided with an opportunity for a one to one Q and A session with HSE representatives. If you wish to attend the event please register your interest by emailing gas-enquiries@hse.gov.uk no later than 23:59 24/01/2023. You should provide details of your organisation and any attendees. The Q and A sessions will run from 11.40 am, potentially up to 2.30pm, and will each last for 20 mins. If you wish to book a Q and A session, please indicate this when you register your interest in attending the event and provide details of your preferred time slot. HSE will do its best to facilitate your preferred time slot but if we cannot do so, you will be offered an alternative time slot. HSE recognises that organisations may wish to deliver this opportunity with a partner, or as part of a consortium, so it is acceptable for all partners to attend the same one to one session.
