Description

The Council’s vision for the Borough is to deliver cost-competitive low carbon energy of heat and/or power which will help to eradicate fuel poverty, reduce overall carbon emission, and facilitate the transition and investment to a low carbon economy while also assist with meeting the Climate Emergency target for zero carbon by 2030. In realising these objectives, Royal Borough of Greenwich has worked jointly with the Greater London Authority (GLA) since 2012 to explore opportunities for developing decentralised energy networks in the Borough. A Heat Mapping Study was completed in March 2012 which formed the evidence base for establishing our Local Plan policies. The study identified eight Focus Areas within the Borough with Woolwich Arsenal, Greenwich Peninsula and East Greenwich presenting the greatest potential to deliver such network(s). The authority is appointing consultancy support to: - provide project management support to ensure the outputs of the DPD are delivered on time, within budget, to the required level of quality and adhered to UK DHN technical standards i.e. CIBSE/ADE Heat Networks Code of Practise CP1; - challenge where necessary methodology, assumptions, and outputs produced by the commissioned DPD consultants; - prepare a project management plan that is compliant with PRINCE2 (or equivalent Local Authority requirements), including preparation of the project plan, project initiation document, risks versus benefits analysis/plan, quality assurance, and reporting. This should also identify key requirements, dependencies and timeframe for development and implementation of the project; - Establish and manage the reporting and administration arrangements for the project/project board, including organising and attending project kick-off, working group, progress meetings/reporting in conjunction with RBG Lead Officer and relevant stakeholders (including HNDU) as required and preparation of project briefs; - ensure any economic modelling for the project is robust, sufficiently detailed, meets the requirements of the tender specification, RBG finance team and Project Steering Group; - help to prepare commercial business cases that support delivery phase.
