Description

Framework agreement for smart waste containers. Lot 1: The purpose of the tender contest is to procure compressing waste containers with a connection to a digital online-based monitoring system, so-called smart waste containers. The waste container must run on solar cell power. The waste container must be kept in operation at all times throughout the year by using solar panels. Smart waste containers will be managed, owned and operated by Molde bydrift. Molde Municipality, c/o Molde bydrift, expects to procure smart waste containers for a value of NOK 1 million excluding VAT a year. The value is an estimate and not binding for Molde Municipality as regards the number of waste containers procured. The operation (emptying) of the smart waste containers will be carried out by Molde bydrift. It must be as easy as possible for our operational personnel to empty the waste containers, including with the minimum amount of manual labour required. The tenderer must train Molde bydrift's employees in the use of the waste containers. This must, therefore, be part of the delivery. There ought to be a user manual and a service manual, both of which must be in Norwegian. The overall aim of the procurement is to introduce waste containers that have a greater waste capacity than the current waste containers, and which can be read in real time, so that they can be emptied when there is a real need for emptying. This will. in practice, lead to a positive environmental effect through reduced transport needs and pollution. The compressing waste containers must therefore be equipped with sensors that measure how full they are, and which notify a need for emptying, as well as GPS so that they can be located in the map system. The data must be transferred to a digital platform regularly so that Molde bydrift can empty the waste containers as soon as they are full. There is a need for regular and frequent data updates. Molde bydrift must be given access to the digital platform that allows reading and managing the notifications. It must be possible to follow this on a PC, tablet, or smartphone. Furthermore, it must be possible to transfer/convert/send data to Molde Municipality's systems in order to simplify follow-up from Molde bydrift's side. Molde bydrift would like the waste containers to be used by all user groups, and it is therefore requested that they comply with relevant requirements for universal design. The waste containers will be place on the streets in Molde, in recreational areas, parks, swimming areas, so there is a need for robust waste containers that tolerate outer influences from both the weather and people. The waste containers will also be placed in the centre of Molde where there are a lot of people. Good capacity is therefore important for Molde bydrift. The waste containers must be neutral and fit in with the other waste containers in Molde. The waste containers must therefore be delivered in RAL 7022, RAL 6024 and RAL 6012. The waste containers must be profiled with the desired profiling. There must not be other advertisements on the waste containers other than the product name, which must have a discrete design and placement. There must be pictogram(s) on the front of the containers by the hole depicting what waste must and must not be thrown in the waste container. For example cigarette ends/plastic/paper. Molde bydrift would like tenderers to describe their stock status and delivery time for replacing waste containers if required (fire, etc.). The waste containers ought to be as environmentally friendly as possible. Tenderers ought to ensure that there is as little impact on the environment as possible during the production, delivery, and disposal of the waste containers. The tenderer will be responsible for the waste containers being delivered in accordance with the requirements specification.
