Summary of the work The Business Analyst role will develop business and functional requirements through solicitation techniques to create a set of clear requirements to procure a technical solution to underpin our Nightout community touring programme. www.nightout.org.uk Specialist role Business analyst Expected Contract Length Monday January 23rd 2023, 20 days must be completed by March 31st 2023 Latest start date Monday 23 January 2023 Maximum Day Rate Up to £750 ex VAT per day. Standard 8 hour working day, includes expenses to base location agreed with the Arts Council. Additional expenses only paid with prior approval of the Arts Council. Early Market Engagement No early market engagement undertaken Who Speclialist Work With The Specialist will work with Mark Condron (Head of ICT and Infrastructure), Peter Gregory (Head of Nightout), James Tredree (Senior ICT Officer), Carl Mascall (Senior ICT Officer), Hilary Farr (Development Officer), Nia Coyle/Elen Elias (Team Co-ordinators), Richard Griffiths (Finance Assistant), Jérôme Lozac'hmeur (Finance Manager) External users of the Nightout scheme - promoters, performers (Names to be confirmed) What Specialists Work On Solicit requirements and produce a functional and business specification for a web application to underpin our community touring scheme programme (Nightout - www.nightout.org.uk) 1. Undertake a review of existing system and integrations (document review, system review, interviews); 2. Identify users and use cases; 3. Model business processes; 4. Identify opportunities for process improvements; 5. Identify and document user journeys; 6. Produce business requirements document with diagrams e.g. swim lane; 7. Produce functional requirements Skills & Experience • The supplier must have experience of undertaking similar works and understand the business objective 40% • The supplier can evidence analytical and critical thinking skills to interpret and translate requirements 20% • The supplier must have agile skills and relevant experience, BCS/ISEB accreditation desirable but not essential 20% • The supplier is able to advise the best use of requirements solicitation techniques 10% • The supplier has excellent communication and interpersonal skills 10% Nice to Haves • Familiar with MS Dynamics365 and PowerApp Portals • Understanding of financial practices for integration purposes • Evidence of delivering requirements for user focussed web applications • The supplier has experience of operating within a bi-lingual environment • Understand procurement process using G-Cloud for procuring web application delivery partners Work Location Arts Council of Wales, Bute Place, Cardiff, CF10 5AL Remote work can be undertaken, but face to face work will be required for some elements. Working Arrangments Your primary location will be home based and Bute Place, Cardiff. We'd expect face to face for project kick-off and for interviews or workshops in relation to soliciting requirements. Expenses will be within your daily rate for your regular work location. Additional travel expenses will be available should you need to travel to other sites outside Cardiff. Security Clearance Pre-existing SC clearance is not essential Additional T&Cs 20 days over a maximum of 3 months , With option to extend 5 days. Fixed cost for initial works for a total of 20 days is acceptable. All expenses must be pre-agreed between the parties and must comply with the Arts Council Travel and Subsistence (T&S) Policy. Is there an incumbent? There is no incumbent supplier. This is a discrete piece of work to inform a potential procurement activity. 2. Could you please provide some detail around specifically what is meant by understanding of financial practices for integration purposes? Demonstrate an understanding of financial practices in relation to the Nightout programme. There will likely be a requirement to integrate / import into our financial management system - Infor SunSytems when we go to market. We currently use the transfer desk as a means to ingest the financial data from the web application into Sun for payments. So an understanding of financial practices for this purpose is desirable.
