In summary, this covers • development and application of Item Response Theory (IRT) or other appropriate psychometric scaling models to large-scale national assessment cognitive test data in line with best international practice, including weighting, conditioning, plausible values methodologies, and standard setting/proficiency banding; • application of appropriate scaling models to generate robust questionnaire indices and scales; • provision of guidance and support to the ERC in helping it to achieve the strategic goal of broadening the range of school-based tests from standardised and norm-referenced tests to others, including diagnostic or criterion-referenced tests; • enhancing its application of online/web-based assessment technologies for school-based tests, particularly as these apply to scoring and reporting function.
